Officer’s Narrative:

On Saturday, December 18, 2021 at approximately 1140 hrs, I was on patrol in the area of GA 119 at the 5 mile marker traveling northbound. I observed a black vehicle traveling the same direction approaching me from the rear from a far distance.

In the area of the 6 mile marker, the vehicle began to close the gap between my patrol vehicle and their car. I believed they were well in excess of the posted speed limit of 55 mph. I activated the rear antenna on my radar (S/N- XE25126) and obtained a speed reading of 75 mph in a clearly marked 55 mph zone. I initiated a traffic stop on the black Nissan Maxima bearing a GA tag of [REDACTED].

I greeted the driver and advised the reason for the traffic stop. I requested a driver’s license and proof of insurance. The driver produced a Georgia identification card identifying her as Maggie Kesler. She provided proof of insurance that was issued 12/16/2021 from SafeAuto. I asked Ms. Kesler if her license was suspended and she stated no, someone stole her driver’s license.

I returned to my patrol vehicle and conducted a status check of her driver’s license status and the vehicle registration through GCIC on my mobile data terminal. The driver’s license returned as suspended in reference to failure to appear dated 9/09/2021. The vehicle registration was returning as suspended with no valid insurance. She was also returning with an active warrant through Hinesville Police Department for failure to appear.

I returned to the violator’s vehicle and advised her of her license being suspended. She stated she was going to have her license fixed when she got paid on Friday. I advised her of her registration status and she stated she knew her insurance lapsed, but she purchased a new policy yesterday. She stated she did not know the registration was suspended. I advised Ms. Kesler to call someone to pick up her vehicle or I would have to tow it. She made a phone call and advised someone would be on scene in a short while to get the vehicle.

I asked Ms. Kesler to exit the vehicle and step to the rear of it. Ms. Kesler was placed under arrest and put in double locked handcuffs, which were checked for fit. She was searched incident to arrest and no contraband was located. I placed her in the rear seat of my patrol vehicle, which was searched prior to the start of my shift with no contraband being located. Mr. [REDACTED] arrived on scene and took possession of her vehicle at her request.

I transported Ms. Kesler to the Liberty County Jail and turned her over to the booking staff, for processing on two citations: 1) Driving while license suspended and 2) Speeding. I searched the rear seat of my patrol vehicle after transport and no contraband was found.
