NARRATIVE #1
On 01/29/2022 at 03:24 hours, I, officer L. Joseph, with the Hinesville police department, was dispatched to 213 W. General screven way, motel 6, in reference to a disturbance between the owner of the motel and a male guest.
Upon my arrival, I activated my department issued body camera as I exited my patrol vehicle.
I made contact with the offender, Faison, Michael. Mr. Faison appeared to be disoriented in reference to law enforcement being called to the motel. Mr. Faison was partially wearing a black t-shirt, dark gray sweatpants, and he was not wearing any shoes. I could smell alcohol coming from Mr. Faison’s person. I asked Mr. Faison if he had been drinking. Mr. Faison explained he had been drinking and is drunk. I asked Mr. Faison why is he in an argument with the motel attendant. Mr. Faison seemed to be agitated by my question by staring directly at me and not answering my question. I asked Mr. Faison again about the reasoning law enforcement was called to the motel. Mr. Faison explained he heard voices coming from behind the counter and he wanted to go behind the counter to protect the female attendant.
I made contact with complainant [WITNESS #1]. Mr. [WITNESS #1] explained Mr. Faison tried to come behind the counter. No actual fight took place just him restraining Mr. Faison until law enforcement arrived. In doing so, some of the layers of the blind from a window were knocked off but were able to be replaced. Mr. [WITNESS #1] did not wish to press any type of charges on Mr. Faison, he just wanted us to make him leave the premises.
I went back to Mr. Faison and I explained to him the motel owner wished for him to leave and to not return to the motel. I walked Mr. Faison outside the building into the parking lot. Mr. Faison explained he does have a car in the parking lot but would not drive due to drinking beer. I asked Mr. Faison which car in the parking lot belongs to him. He would not answer me. I pointed in the direction of the waffle house and suggested to Mr. Faison to go there so he could stay warm. Mr. Faison kept stating he was cold as he was only wearing flip flops on his feet at this time. I explained to Mr. Faison again that he was not allowed to stay here at the motel or anywhere on its property.
I watched Mr. Faison as he walked to the waffle house.
At approximately 04:00 hours, dispatch advised me they were landline with Mr. Faison as he was sitting in a booth inside the waffle house. Mr. Faison advised dispatch he was scared and wanted an officer to meet with him at the waffle house.
I made contact with Mr. Faison. He explained people were staring at him and he was scared someone was following him. Mr. Faison asked me if I could give him a ride to his mother and brother’s residence located on Honeycreek lane. Corporal Maldonado and I agreed to give Mr. Faison a courtesy ride due to the cold weather and the improper way Mr. Faison was dressed for the weather.
As we entered onto Honeycreek lane, Mr. Faison became confused about the exact location of the residence. He was unable to recognize the residence or make contact with his mother or brother. At this point, it felt like Mr. Faison just wanted to ride around with us. We gave Mr. Faison a ride to the enmarket gas station located on E. G. Miles parkway and pineland ave. Mr. Faison was instructed to call a taxi or a family member to come pick him up.
At 04:41 hours, I received another call from dispatch in reference to Mr. Faison. Dispatch advised the female clerk working at enmarket stated Mr. Faison had a pair of scissors and was trying to come behind the counter.
As I entered the parking lot of enmarket, I saw Mr. Faison running across the parking lot towards the gas pumps. It appeared as if Mr. Faison was going to make contact with a driver at the gas pump and get into his vehicle. I made contact with Mr. Faison. I asked Mr. Faison about a pair of scissors. Mr. Faison took a small pair of scissors out of his front right jacket pocket and threw them onto the parking lot. He advised the lady behind the counter scared him and he wanted to go home. I advised Mr. Faison that I would not be able to give him another ride as he was not sure of the location of the residence. I pointed down pineland ave. Explain to Mr. Faison that was the direction he took us in to reach his mother and brother’s residence.
Mr. Faison started walking across the parking lot as if he understood my directions. Mr. Faison kept turning around to talk with us and started acting agitated again. Mr. Faison started walking towards me, in what I felt like, was a threatening manner. Mr. Faison was carrying a large full bottle of water he purchased from the store. I ordered Mr. Faison again to stop but he continued walking towards me. Mr. Faison kept stating, “take me to jail”. I explained to Mr. Faison, the jail would not take him due to Covid restrictions.
Due to Mr. Faison actions and size of his person, and not complying with commands by continously walking towards me when told to stop, I felt fear of receiving bodly harm. I pulled my department issued taser and pointed the red laser dot at Mr. Faison. Mr. Faison kept stating, “do not tase me”. I advised Mr. Faison if he followed my directions I would not tase him. Mr. Faison continued to not follow my commands. As I was pointing my taser at Mr. Faison, cpl. Maldonado walked behind Mr. Faison and he attempted to place handcuffs on him. Mr. Faison started to resist cpl. Maldonado. I holstered my taser. I placed my hands on Mr. Faison to assist cpl. Maldonado. We escorted Mr. Faison to my patrol vehicle. At this point, Mr. Faison tried to pull away from us as cpl. Maldonado was attempting to search him for weapons. Cpl. Maldonado and I were able to place handcuffs on Mr. Faison, checking for proper fit before double-locking the cuffs.
The back seat of the patrol vehicle was checked and cleared for weapons and/or contraband prior to the start of shift, none were found.
Mr. Faison was placed into the back seat of the patrol vehicle. Mr. Faison was transported to the liberty county jail where he was turned over to staff without incident.
Mr. Faison was issued a city citation for 12-1, obstruction of an officer. As I presented the citation to Mr. Faison and explained the charge and court date to him, Mr. Faison’s behavior appeared as if he was confused. I asked Mr. Faison multiple times to sign the citation, he refused.
I provided the jail staff Mr. Faison’s copy of the citation for it to be placed with his property.
The back seat of the patrol vehicle was checked and cleared for weapons and/or contraband, none were found.
I spoke with complainant [VICTIM #1]. Ms. [VICTIM #1] explained she asked Mr. Faison several times to leave the store. Mr. Faison kept asking her questions about co-workers and if she was there alone. Mr. Faison informed Ms. [VICTIM #1] he had a pair of scissors in his pocket. At this point, Ms. [VICTIM #1] became frightened and called 911.

NARRATIVE #2
On 01-29-22 at 0323 hours officer Joseph (135) and I were dispatched to motel 6 in reference to a disturbance. Central advised us they could hear a male voice over the phone telling someone else to leave. They also heard a female screaming in the background.
On arrival at the hotel we encountered Mr Faison. He stated he tried to go behind the counter because he was seeing things and was hearing voices (see original report). A hotel manager, Mr [WITNESS #1], did not want Mr Faison on the property and after several attempts to escort him off the property, he left towards the direction of the waffle house on EG miles pkwy. There was one more encounter with Mr Faison before he reached the waffle house in the parking lot of dollar tree. As we were speaking with Mr Faison he had dialed 9-1-1 and told them he was scared, does not feel safe and he had been drinking and wanted officers dispatched. After speaking with Mr Faison and watching him enter the waffle house, we left the area.
While Mr Faison was in the waffle house, he again called 9-1-1 telling them he wanted a ride home, that something did not feel right and he lived at [600 BLOCK] Honeycreek ln. A courtesy ride was provided to Mr Faison to the area of Honeycreek ln. Once on the street and stopping in front of [600 BLOCK] Honeycreek ln, he told us to continue driving towards Varnedoe St. I told him if he did not know the address he would be taken to a gas station and would have to call a family member or a cab. He was dropped off at the enmarket on eg miles pkwy and pineland ave.
At 0442 hours on 01-29-22 the clerk at the enmarket, Ms [VICTIM #1], called 9-1-1 in reference to Mr Faison. She told dispatch Mr Faison was inside the store, had a pair of scissors in his pockets and he was refusing to leave the store. She also told central she was scared. Ms [VICTIM #1] told central he was arguing with employees and was coming behind the counter.
On arrival I observed Mr Faison running from the store towards a car parked at the gas pumps. We called Mr Faison towards us. This is when Ms [VICTIM #1] ran from the store towards the driver as in seeking safety from Mr Faison. Mr Faison was asked about the scissors and he removed a pair and dropped them on the parking lot. He was searched with nothing else found.
Ms [VICTIM #1] did not want Mr Faison on the property and he was asked to leave. During the encounter with Mr Faison he would be talking incoherently and was telling us to follow him. He was told to leave the property multiple times, but would not comply. Mr Faison would start to walk towards pineland ave, but would stop and turn back around towards us. At one point he demanded we take him to jail.
When Mr Faison was told to turn around to be arrested for obstruction, he placed his hands behind his back, but suddenly broke the contact and began to make a movement towards me. I pointed my taser at Mr Faison, but since he complied, I holstered the taser and handcuffed Mr Faison. The taser was never activated.
