WILLFUL OBSTRUCTION OF LAW ENFORCEMENT OFFICERS – MISDEMEANOR

Officer’s Narrative:

On December 18, 2021 at 0012hrs I was dispatched to the Waffle house on GA38 in Hinesville for a report of a domestic that happened in the county. When I arrived on scene I made contact with [VICTIM #1] while EMS was checking her for injuries.

[VICTIM #1] stated she had gone to her neighbors house to get some food, and when she returned home her husband Mose Wesley Perkins started an argument with her about an issue with their children. [VICTIM #1] then stated Mose became physical with her and slammed her on the floor two different times. [VICTIM #1] said Mose then began choking her to where she could not breathe. [VICTIM #1] said she thought she was going to die. [VICTIM #1] stated she grabbed her car keys and ran out of the house and left the scene, leaving without shoes, an ID, and Mose took her phone away before she left.

[VICTIM #1] drove back to her residence with Sgt. McKnight (930) and I following behind her. [VICTIM #1] lead us into the house to look for Mose to get his side of the story. After checking the whole house we realized Mose was not at the residence and had left the two juveniles alone in the home by themselves. While talking to [VICTIM #1] downstairs Mose showed back up at the home and told Sgt. McKnight(930) to take him to jail. Mose then turned around and walked out of the residence and starting walking down the street ignoring commands to stop. Mose finally stopped when Sgt. McKnight(930) instructed him to and turned around and returned to our vehicles. Sgt. McKnight (930) searched Mose and placed him in the back seat of his patrol car and told him he was detained at this time. We tried to get Mose side of the story about what had happened between him and [VICTIM #1], but Mose became very difficult and did not want to tell us what happened.

[VICTIM #1] then came out of the front door of the residence screaming and crying so Sgt. McKnight (930) and myself went back into the residence to see what was going on. That is when we saw the Swollen and bloody forehead of [VICTIM #1]’s juvenile son. [VICTIM #1]’s son stated Mose hit him in the head several times with a cell phone. While speaking to [VICTIM #1]’s son, Sgt. McKnight (930) and I heard a car door shut loudly so we went outside and Mose was running away from the vehicle because he opened the window on the patrol vehicle and was able to open the door from the outside and escape. Mose fled on foot through the neighborhood, so a perimeter was set and back up units arrived to assist. ADS Coffman (950) was able to successfully track Mose with his K9 partner (Hector) to a wood line several blocks away. Mose then exited the tree line on the other side and made contact with Trooper Jones (174) and ADS J. Henning(967). Mose was resisting arrest so ADS J. Henning tased Mose and was able to take him into custody.

Detective Toner and Detective Wills were notified and briefed, and responded to Winn Army Hospital. They will take appropriate warrants within the allotted time frame.

My patrol vehicle was searched for contraband prior to the start of my shift with no contraband being found.

I searched the subject incident to arrest, handcuffed, checked for fit, double locked and escorted the subject to my patrol vehicle.

Prior to leaving the jail, I searched the rear of my patrol vehicle with no contraband being found.

I provided the victim with a case number and victims pamphlet. I also explained procedures for Magistrate court.

My body worn camera was active during this incident.
