Officer’s Narrative:

On Wednesday December, 15, 2021 around 1042 hrs while traveling west bound on Limerick Rd, I observed a Yellow Monte Carlo (Ga Tag [REDACTED]) in front of traveling in the same direction. As the vehicle approached the stop sign at the intersection of Limerick Rd and Ga 25 the front tires of the vehicle passed over the stop line. The vehicle made a left turn onto Ga 25 and made a right into the Dollar General (3300 N. Coastal Hwy).
I activated my emergency equipment and conducted a traffic stop on the vehicle inside the Dollar General parking lot. I conducted a driver side approach and made contact with the driver who was identified by her Ga driver license as Ms. Nicole Kemp. I advised Ms. Kemp who I was and the reason for the traffic stop. While speaking with Ms. Kemp I observed her to extremely nervous and her hands were shaking.
I returned back to my patrol vehicle and asked dispatch to run Ms. Kemp’s information she provided through GCIC/NCIC. Once the information returned I asked Ms. Kemp to exit the vehicle so I could issue her a hand written warning for the violation. Deputy Blair who was riding with me as a two man unit started the hand written warning. While Deputy Blair was issuing the warning, I deployed my K9 Keno on the exterior of the vehicle to conduct a free air sniff for the odor of narcotics. K9 Keno provided a positive alert on the odor of narcotics coming from the vehicle.
I advised Ms. Kemp of my K9’s response on the vehicle for the odor of narcotics. I explained to her the four odors my K9 would alert on and asked her if any of the four substances were in the vehicle of had been in it. Ms. Kemp assured me she does not use any narcotics and nothing was in the vehicle. I asked Ms. Kemp if she was responsible for everything in the vehicle and she stated “yes”. Deputy Blair searched Ms. Kemp’s person for weapons and contraband with no findings. Detective Hooker arrived on scene to assist with the traffic stop.
During the hand search on the interior of the vehicle, I noticed a square panel on the center console just behind the gear shifter. When I tapped the panel with my finger in appeared to be loose. When I removed the panel I located a dead space. Inside the dead space, I located two glass pipes with a bulb on the end. Both glass pipes contained a burnt white residue and the ends were black. These types of pipes are commonly used for smoking methamphetamine.
Further search of the dead space, I located a round dark blue container with a screw on top. Also located in the dead space I located a orange pill bottle with Ms. Kemp’s name on it. The pill bottle contained pink and white capsule imprinted ELI 513 20 mg. When I opened the container it contained a crystal like substance which appeared to be methamphetamine. I continued the search on the interior of the vehicle with no findings. When I walked back to the front of my patrol vehicle with the contraband I located in the vehicle Ms. Kemp quickly claimed the medication in the pill bottle. When I showed her the suspected narcotics and glass pipes, which was in the same place as her medication she denied it was her’s. Ms. Kemp said she lost her medication about four days ago. Ms. Kemp stated she thought she knew who might have put the suspected narcotics in her vehicle.
Ms. Kemp was placed into double-lock handcuffs checked for fit. Officer Page (310) arrived on scene to assist with transport. Officer Page transported Ms. Kemp to the Liberty County Jail and released her to the booking staff. Officer Page advised me he searched the back seat of his patrol vehicle before and after transport. He advised me the back seat of his patrol vehicle was clear of any weapons or contraband. The vehicle was released to Mr. [REDACTED] per verbal consent of Ms. Kemp.
Detective Hooker took possession of all evidence while on scene.
