Vehicle 2 was traveling in the number 2 westbound lane of Veterans Parkway at the intersection of Pacific Place when it was struck by vehicle 1. Vehicle 1 was turning left from Pacific Place onto Veterans Parkway when it struck vehicle 2. After impact vehicle 1 continued westbound on Veterans Parkway. Vehicle 1 turned around and headed eastbound on Veterans Parkway and fled the scene.
Driver 2’s statement added by Lt. Hensler #158 who assisted with the investigation: driver 2 stated she was westbound on Veterans Parkway in the number 2 (left) lane. She said vehicle 1 drove from Pacific Place onto Veterans Parkway and impacted the side of her vehicle. She said after the crash she turned left into the driveway of the full gospel tabernacle church to get off of the roadway. She said vehicle 1 that struck her made a u-turn and fled the area traveling eastbound on Veterans Parkway. Driver 2 described vehicle 1 as a white suv which was operated by a black male who was wearing a white hooded sweatshirt.
Investigator statement added by Lt. Hensler #158: I arrived on scene and met with driver 2 who provided me the above statement. While I was on scene with driver 2, ESG sanitation workers, made contact with me. They advised they had picked up vehicle debris from the intersection of veteran’s parkway and Pacific Place. They were unaware that I was investigating a hit and run crash.
They removed a bumper cover from their trash truck. I inspected the part and found Nissan markings on it. I advised Cpl. Mercer to patrol the area of Willowbrook subdivision and Willowbrook apartments and a lookout was broadcast for a white Nissan Murano or rogue missing a front bumper cover and operated by a black male. Cpl Mercer later located the suspect vehicle on Pacific Place.
While searching the area I located a white Nissan Murano with front end damage bearing Georgia tag [REDACTED BY AGENCY] parked in the grass along Pacific Place near the intersection of Veterans Parkway. I made contact with the driver, (Omar Smith). Mr Smith said he was involved in an accident. He said he was turning left from Pacific Place onto Veterans Parkway and vehicle 2 struck his vehicle. He said vehicle 2 was traveling in the westbound number 2 lane and there was no other vehicles around vehicle 2. He said as he entered onto Veterans Parkway vehicle 2 continued to travel in the number 2 lane and struck his vehicle. Mr Smith said he went home to get his drivers license and never stopped to check on driver 2.
When I ran the vehicles’s information utilizing GCIC/NCIC, I received a response that vehicle 1’s registration was suspended. I ran a check utilizing the Georgia department of revenue website and received a response that vehicle 1’s registration was suspended on 9/29/25 for an insurance lapse with most recent insurance effective date of 2/12/26, with a termination date of 2/13/26 and most recent submission date of 2/17/26.
I contacted driver 1’s insurance company, (Hugo Insurance Solutions) and received a response that vehicle 1’s insurance was not active. They replied that the policy was activated on 2/12/26 at 4:57 pm and terminated on 2/13/26 at 4:57 pm. When asked about the suspended registration, Mr Smith said he knew about the suspension because he had received a letter in the mail notifying him of the suspension and the fines and fees to reinstate the registration.
The investigation revealed driver 1 failed to yield the right of way from a stop sign, left the scene of an accident involving an occupied vehicle, knowingly operating a vehicle with a suspended rgistration and operating a vehicle without insurance as per Georgia codes 40-6-72(b), 40-6-270, 40-6-15(a) and 40-6-10.
Mr Smith was cited with a court date of 3/11/26, transported to the Liberty County Jail and released into the jail’s custody.
The vehicle was released to Kevin’s towing for suspended registration and no valid insurance. The arrest and transport of Mr Smith followed department protocol (placed in double-locked handcuffs which were checked for fit, searched for weapons or contraband with none found and seat-belted for transport). The back seat of my patrol vehicle was searched before and after transport with no contraband found.
