On October 26, 2025 at approximately 2021 hours, I was dispatched to [REDACTED BY AGENCY]. in reference to an animal complaint/abuse. I arrived on scene at approximately 2033 hours and made contact with the complainant Mr. [WITNESS #1] outside the residence.
Mr. [WITNESS #1] advised he was helping a friend move, later identified as Mr. Patrick Shaw, move items from this residence to Mr. Shaw’s new residence. Mr. [WITNESS #1] advised while he was helping Mr. Shaw, he observed 2 dead kittens and the residence was in poor condition. He stated there were other animals, 1 dog and a couple cats inside the residence and he was worried for their care and safety. He advised the floors of the residence were covered in feces.
Mr. [WITNESS #1] advised Mr. Shaw had been staying at the new residence lately and was in between moving. He also stated the wife of Mr. Shaw had moved out a while ago with the kids and his girlfriend, identified as [REDACTED BY AGENCY] had recently moved as well. Mr. [WITNESS #1] was able to provide a phone number for Mr. Shaw. I made contact with Mr. Shaw via phone and explained the situation. I asked Mr. Shaw if he was able to come to the residence to provide a welfare check on the animals. He advised he would come and advised it would be approximately 10-15 minutes.
While waiting for Mr. Shaw, I observed from the garage window, the garage to be in disarray and a strong odor of ammonia emitting from it. I observed several piles of feces, appearing from several days of not cleaning. I also checked through the front window and observed the living room to be in disarray from what appeared to be a partial cleaning with piles of trash bags along the wall. The floor of the living room was also covered in several piles of feces and had paw marks where an animal had walked through it. I did observe a black and brown German Sheppard dog roaming the house and 1 black cat.
Due to conditions of the house and the animals roaming it, Liberty County Animal Services were notified and briefed on the incident. Officer J. Simmons advised he was en route to the location.
Mr. Shaw arrived on scene while waiting for animal control. I asked Mr. Shaw how long he has been in the process of moving and he advised approximately a week to a week and half. I asked how many animals were located inside the house and he stated, “Riley” the German Shepherd, maybe 3 cats and maybe 1 or 2 kittens. Mr. Shaw advised his roommate, [REDACTED BY AGENCY] who left, was coming back for the cats and there was also a bearded dragon (Lizard).
I asked how long he has been living by himself and he advised approximately 2 months. I asked him when was the last time he fed the animals and he stated “Today, I gave Riley some wet food and the cats, I ran outta cat food, so I gave them the wet dog food.” While speaking with Mr. Shaw, I asked “Do you think those conditions in there are healthy for an animal?”, he replied “Nope. I know that they’re not.”
Mr. Shaw advised the dog was his and the cats belonged to [REDACTED BY AGENCY] who was his old roommate. He said [REDACTED BY AGENCY] had moved out approximately a month and half ago. Mr. Shaw stated there were 3 grown cats and 2 kittens. He said the kittens were approximately 8 weeks old. He did say the mother cat had given birth to a still born kitten. When asked about when [REDACTED BY AGENCY] was coming to take possession of the cats, he said she lived in Lake Milton, Ohio, just didn’t know when she would come. I asked if I could get [REDACTED BY AGENCY] phone number, which he provided.
I then spoke with [REDACTED BY AGENCY] via phone. [REDACTED BY AGENCY] advised the black cat named “Kit or Nat” was her cat and had kittens prior to her leaving. [REDACTED BY AGENCY] stated the kittens were not old enough to open their eyes yet when she left. She said there was 2 black kittens, 2 grey and black cats from a prior birth and the mother cat when she left. She did say there was a stillborn and one had passed away from the litter. She stated she left the area on Sept. 16, once she got out of the army. She did advise she did come back to visit at the beginning part of October. She advised on October 4, she was at the residence, cleaning and had taken pictures.
She said the house was clean and was not covered in feces while she was there. [REDACTED BY AGENCY] advised she was aware of Mr. Shaw moving to a trailer park, but was not sure where he was sleeping at which residence. I asked [REDACTED BY AGENCY] if she entrusted him with these animals and she replied “yes”. [REDACTED BY AGENCY] was advised of the animal complaint. This concluded the phone call. Ofc. Simmons with the Liberty County Animal Service arrived on scene. Mr. Shaw gave Mr. Simmons and me permission to enter the residence to check the welfare of the animals.
Upon opening the front door, a strong odor of ammonia and feces began emitting from the interior of the house making it hard to breath. A small black kitten was located under a trash bag in the living room, meowing. A closer inspection of the kitten, showed it in very poor health, defecating on itself. The kitten was too weak to hold itself up or stand. Ofc. Simmons advised the kitten was literally dying in his hand. Ofc. Simmons advised at this time all animals are going to be taken into custody.
No food source or water source could be located inside the residence for the animals. Dog food was located in a large dog crate in the garage with no access to it, but appeared old and moldy surrounded in feces. When asked about food and water, Mr. Shaw went to the master bedroom and showed Ofc. Simmons and I, 3 cans of Wildness wet Dog Food. He stated he fed the animals earlier in the day, the dog got a can and the cats got a can as well.
I asked where he would put the food in, he stated he put it in a disposable ramen bowl and then threw it away. I asked about the water source, Mr. Shaw advised “Riley” likes to destroy the water source, showing us a large empty bottle. Mr. Shaw advised he usually has it out for them, but didn’t know where the bottom part of it was located at. He also said it was there last night when he filled it up and then it was just a soaked area.
Also located in the living room was a large bearded dragon in a enclosure. There was no heat source and UV light source for the lizard. No food was located for it as well. In the master bedroom, a small enclosure was located with a deceased pet spider.
An old litter box was located in the hallway. It had not been cleaned in a long time, where white mold was growing on the feces.
There was not one room in the residence that did not have feces on the floor from the animals. (Note: One room had several dirty diapers located in it).
A total of 4 cats, 1 dog and 1 bearded dragon were taken by Liberty County Animals Services.
Lt. Colvin and Det. Seth were notified and briefed on the incident.
Mr. Shaw was advised at this time he was under arrest. Dep. Walsh conducted a search of his person with no contraband being found. He was then handcuffed, checked for fit, double locked and escorted to Dep. Walsh’s patrol vehicle, which was cleared prior to placing Mr. Shaw.
Mr. Shaw was then transported to the Liberty County Jail without incident and turned over to jail staff. Prior to leaving the jail, Dep. Walsh conducted another search of his rear seat with no contraband being found.
I will be obtaining warrants for Mr. Shaw on the following: 1 count, Aggravated Cruelty to Animals and 4 counts, Cruelty to Animals.
