[NARRATIVE #1 on April 22, 2026]
On Wednesday, April 22, 2026 at approximately 0608 hours, I was dispatched to Liberty Regional Medical Center in reference to an assault.
Upon arrival, I made contact with [REDACTED BY AGENCY] in room [REDACTED BY AGENCY]. [REDACTED BY AGENCY] stated she left her house ([400 BLOCK] Bradwell Street, [REDACTED BY AGENCY]) and walked to an unknown bar. She stated when she arrived at the bar it closed. As she was leaving, two females and one male were also leaving the bar. She stated she began walking home and the three individuals jumped her. [REDACTED BY AGENCY] could not tell me what bar she went to, what the individuals looked like, what time this incident took place or any other details regarding the incident. She stated none of her belongings were taken.
I observed significant injuries to her nose and under her right eye. Her nose was swollen, visibly crooked and appeared shifted more towards the left side of her face. Under her right eye there was a swollen, dark purple bruise with two small cuts, which were actively bleeding. Under both eyes and on her right eye lid I observed numerous small red dots. [REDACTED BY AGENCY] only reported the injuries to her facial area. While she was talking to me she would often look down, not make eye contact and kept repeating “It was a random act of violence.” She told me she did not have a phone with her during this incident. Her “man” as she referred to him, Seth Palmore, was seated in the room with her.
He was calm and did not appear distressed. He informed me he did not go with her to the bar and did not know what bar she had gone to. He stated he woke up and noticed the swelling in her face and called his chain of command to inform them of the situation. His sergeant, [REDACTED BY AGENCY], drove them to the hospital. I asked Mr. Palmore to step out of the room so I could speak to [REDACTED BY AGENCY], he complied.
I attempted to ask [REDACTED BY AGENCY] if there was anything else going on, but she was not forth coming with details on the incident. She informed me she met Mr. Palmore online but has known him for several years. They are both from Wisconsin originally and he paid for her to move to Georgia. While speaking with her alone, she kept asking if Mr. Palmore was outside the door and looking in the direction of the door as if she was were concerned he would hear what she was saying to me.
Due to the lack of details regarding the incident, the injuries [REDACTED BY AGENCY] had, no personal belongings being taken from her by the individuals who jumped her and the behaviors displayed by both [REDACTED BY AGENCY] and Mr. Palmore combined with my knowledge, training and experience, I believed this could potentially be a domestic violence incident. Due to the severity of the injuries, I briefed Sgt. Roberts (128) on the incident. She arrived on scene shortly after.
Sgt. Roberts and I re-interviewed Mr. Palmore in the lobby of the hospital. Mr. Palmore provided the same statement previously given; however, he did inform me that he and [REDACTED BY AGENCY] were engaged, with no children. As we continued to talk to him, he stated they got into a verbal argument and she left the residence, he did not know where she went. At one point, he woke up and saw her face was injured. He stated he drank one Four-Loko alcoholic beverage. He stated [REDACTED BY AGENCY] drove he and [REDACTED BY AGENCY] to the hospital. I observed a small cut on the top of Mr. Palmore’s left hand; he stated he is a boxer and the injury was from that.
I made contact with [REDACTED BY AGENCY]. He stated he was contacted by his squad leader regarding the incident and at approximately 0512 hrs he made contact with Mr. Palmore. He drove Mr. Palmore and [REDACTED BY AGENCY] to the hospital. He stated Mr. Palmore and [REDACTED BY AGENCY] were married and he believed they had one or two children together. I made contact with Mr. Palmore again to get clarification on [REDACTED BY AGENCY] and his relationship. He then informed me they were married with two children. He stated his sister came and got the children.
I made contact with [REDACTED BY AGENCY] again and after confronting her about the inconsistencies in their statements, she informed us Mr. Palmore and her got into a verbal argument yesterday evening after he got home from work. She stated she had slapped him in the face; however, the argument ended and he walked away. She stated later that night, they were sitting on the couch together discussing children together and he got upset because she had a different opinion than he did.
She stated he was “on ten” and he slapped her in the face which caused her injuries to her face. She stated he placed his hands around her throat and choked her until she went unconscious. She stated he woke her up by rubbing her chest then he began to choke and slap her again. She stated she went unconscious several times and at one point she thought she was going to die. She was unsure of an exact time this incident took place but she estimated the duration of the incident to be approximately 1.5 hours. She stated she had looked in the mirror after the incident and noticed the injury to her face. Mr. Palmore then contacted his chain of command to get a ride to the hospital.
While speaking with us, [REDACTED BY AGENCY] stated she was not allowed to have friends because one of her friends attempted to help her out of the domestic violence situation, but she was unsuccessful. She was not allowed to walk anywhere alone. Mr. Palmore pays her phone bill but did not pay the bill recently so it was off. I asked her how often they have physical altercations and she stated “it is not everyday” but occurs regularly over the last four months.
As we were speaking with [REDACTED BY AGENCY] there was blue/purple bruising along her left jaw bone which became more visible as the time passed. I observed the red dots below her eyes and on her right eye lid again and they were consistent with the appearance of [REDACTED BY AGENCY] which is a common visible injury when strangulation occurs. I compared the photograph of [REDACTED BY AGENCY] facial injuries to her Wisconsin ID card. Her nose is noticeably swollen and off set to the left of her face when comparing the two photographs.
I returned to the lobby and placed Mr. Palmore under arrest for Aggravated Battery and Aggravated Assault FVA. Ofc. Thomas (147) and I escorted him to the rear of Ofc. Thomas’s patrol vehicle. Ofc. Thomas searched him incident to arrest for any contraband and/or weapons with none being found. He was placed in the rear of the patrol vehicle. Ofc. Thomas transported him to the Liberty County Jail and turned him over to jail staff without incident. The rear of Ofc. Thomas’s patrol vehicle was searched prior to and after transport with no contraband being found. Warrants will be obtained within the allotted time frame.
I provided [REDACTED BY AGENCY] with a victim’s rights pamphlet and advised her on how to obtain a copy of the report. I also advised her on temporary protective orders and the resources available to domestic violence victims.
I obtained [REDACTED BY AGENCY] information from [REDACTED BY AGENCY]. [REDACTED BY AGENCY] is Mr. Palmore’s legal wife. Mr. Plamore and [REDACTED BY AGENCY] are the biological parents of the two children. I attempted to make contact to verify the children’s whereabouts and to ensure they were picked up by Mr. Palmore’s sister. I called [REDACTED BY AGENCY] twice and left a voicemail but at the time of this report no contact was made.
Prior to the completion of this report, I provided [REDACTED BY AGENCY] a courtesy ride from the hospital to her residence. She gave me permission to view her medical discharge paperwork. The paperwork included the injuries she was seen for today. The injuries included: superficial abrasion to the nose and right ear, contusions to the nose, right and left periorbital area and right cheek area, and closed non displaced nasal fracture, left maxilla fracture and right maxilla fracture (Bilateral maxilla frontal process and nasal bone fractures).

[NARRATIVE #2 on April 23, 2026]
On 4/23/26 at 0800 hours, I went before Judge Bomar for a probable cause/first appearance hearing for Seth Palmore. Judge Bomar issued warrant #26-WF-006375C and 76C for Aggravated Assault-FVA and Aggravated Battery-FVA. Judge Bomar issed a bond of $5000 cash and $10000 property with the following special conditions.
Defendant shall have no contact and stay away, absolutely directly or indirectly, by person, telephone, messenger, or any other means of communication. (Including all social media, texting, and email) From [VICTIM #1], hereinafter referred to as “victim”. That includes, but is not limited to, the victim’s home, school, and place of business, or routes of travel to or from such locations. Violations connected with contacting/following the victim may subject defendant to a separate prosecution for the felony offense of Aggravated Stalking.
Defendant shall enroll and participate in anger management counseling within 72 hours of release. Defendant shall not consume alcohol or drugs unless lawfully prescribed. Defendant shall not possess any firearm on his/her person or at his/her residence. The original warrant paperwork was given to the detectives division.
Palmore had asked why he couldn’t be in contact with [VICTIM #1], and seemed to be upset about the no contact order. I made contact with Palmore’s commander (a co 2/7 INF phone #[REDACTED]). I advised him of the special conditions and requested he put safeguards in place to protect the victim from retaliation as well as palmore from further litigation. The commander planned to make contact with [VICTIM #1] to get Palmore’s military belongings and he would be picking up Palmore from the PMO once he was released.
