On 02/07/2022 at 1537 hrs, I was traveling westbound on west general screven way when I observed a beige Honda accord bearing a Ga tag of [REDACTED] traveling in front of me. I used my mobile data terminal (MDT) to check the status of the registration and insurance to ensure the vehicle was in compliance with Georgia state law. I received a return stating that the registration was suspended and there was no valid insurance on the vehicle.
I activated my blue lights and siren to conduct a traffic stop on that vehicle. The final stop location was in the turn lane of west general screven way, adjacent to the Bealls parking lot. I approached the driver side window and made contact with the driver, Ms Theresa Robinson. I introduced myself and stated “the reason for this traffic stop is due to the registration being suspended for no active insurance on the vehicle”. Ms Robinson stated she was unaware as the vehicle belonged to a friend of hers. I asked Ms Robinson for her drivers license to which she stated, “I do not have any identification on me”. Ms Robinson provided me the name of Theresa Michelle Robinson with a date of birth of [REDACTED]. She stated her drivers license was out of Florida.
I used my MDT to check the status of Ms Robinson’s drivers license and got a return of her license being not valid due to unpaid traffic offense’s and failure to appears out of Florida. I provided central with the listed drivers license of Ms Robinson and they confirmed her license was suspended.
I requested an additional unit. Officer Thomas (147) and S/Cpl Shin (113) arrived on scene. I also requested officer Joseph to come to my location to assist with searching Ms Robinson.
I had the Hinesville police department desk operator run a criminal and drivers history on Ms Robinson to determine if she has been found guilty of driving on a suspended license in the last 5 years. Lt dill (162) read her history and stated this will be her 2nd offense.
I requested central start next wrecker due to no insurance. They advised Clarks 2 was enroute.
I had Ms Robinson step out of the vehicle and walk back towards my patrol vehicle. I told her she was being placed under arrest for driving on a suspended license 2nd offense. Ms Robinson stated she thought her license was re-instated. Ms Robinson was searched incident to arrest by officer Joseph with no contraband found. She was placed in handcuffs, checked for fit and double locked. I placed Ms Robinson in the rear seat of my patrol vehicle and seat belted her in to be transported to the liberty county jail, where she was released to the jail staff.
Officer Thomas conducted the vehicle inventory and impound sheet and stood by until Clarks 2 arrived on scene. The vehicle was released to Clarks 2 towing.
Ms Robinson was cited for driving while license suspended 2nd offense (bond: $1,951.00), no insurance (bond: $446.00) and no valid license plate (bond: $107.00) with a court date of 03/09/2022. Ms Robinson did not have a drivers license on her person so it could not be confiscated.
My department issued BWC was active for the duration of this traffic stop.
