On Saturday, November 6, 2021 at 0336 hours, I was dispatched to [50 BLOCK] Cassels Ct in reference to a domestic. I arrived on scene at 0348 hours where I made contact with the complainant, Tiffany Best and her husband, [VICTIM #1]. Mrs. Best advised me Mr. [VICTIM #1] committed adultery by speaking to his ex girlfriend on the cell phone and he was attempting to delete the evidence. I spoke with Mr. [VICTIM #1] inside the residence to separate the parties. He advised me Mrs. Best found out he was speaking to another girl via telephone so they got into an argument. He advised Mrs. Best kept attempting to grab his cell phone from his hands so he would push her away from him. He advised there was no other physical contact.

I advised Mr. [VICTIM #1] I would not be able to force anyone to leave the residence but it would be a good idea for the parties to separate to avoid any further arguments. He advised he had a friend he could stay with in Hinesville so he attempted to call his friend. While he did this, I made contact with Mrs. Best where I learned she had a video of the incident.

Before viewing the video, I heard Mr. [VICTIM #1]’s phone went to voice mail twice as he attempted to call his friend in Hinesville. As he was unable to make contact with his friend, he stated to me Mrs. Best bit him. I went back over to Mr. [VICTIM #1] and asked him about the incident. He advised me while Mrs. Best was attempting to grab his cell phone, she bit him on the back left side of his back. I observed this wound on his back and I also observed scratch marks on the bottom right side of his back. He advised me Mrs. Best did that to him as well.

I made contact with Mrs. Best to have her show me the video she recorded. I observed Mrs. Best approaching Mr. [VICTIM #1] while he was using his cell phone. He turned his back towards her and she got directly behind him as if she was going to attempt to reach around him for the phone. Mr. [VICTIM #1] pushes Mrs. Best away from him and faces her. Mrs. Best attempts to grab his cell phone from his hands so Mr. [VICTIM #1] again pushes her away from him. Mrs. Best advises Mr. [VICTIM #1] she is going to call the cops to have him arrested and the video ends.

I asked Mrs. Best to step outside to speak to her again. I asked her about the marks on Mr. [VICTIM #1]. She advised me she was attempting to grab Mr. [VICTIM #1]’s cell phone from him when Mr. [VICTIM #1]. pushed her away. She advised after Mr. [VICTIM #1] pushed her several times, she bit him on his back. I placed Mrs. Best in double locked handcuffs check for fit to place her under arrest. I advised her the reason she was being placed in handcuffs and took her over to my patrol vehicle. She was placed in the rear seat of my patrol vehicle which was cleared of any contraband following the last time someone was removed from my vehicle.

I made contact with Mr. [VICTIM #1] again who kept advised me he did not want me to take Mrs. Best to jail and he advised he would leave the residence. I made him aware of Georgia’s family violence law. I advised Mr. [VICTIM #1] of potential bond requirements for Mrs. Best. He advised me he would leave the residence to allow her to stay in the residence if that became a stipulation of her bond.

I transported Mrs. Best to the Liberty County Jail where she was turned over to booking officers with a hold for Family Violence Battery.
