[NARRATIVE #1 on July 20, 2026]

On July 20, 2026, at 1848 hours Deputy Nunn (983) and I responded to [REDACTED BY AGENCY] in reference to a disturbance. Central advised us the complainant stated an older white male wearing a green shirt with glasses had “bear sprayed” her husband and their dogs.

Once we turned onto [REDACTED BY AGENCY], I observed an older white male, fitting the description, walking in the roadway. In the male’s right shorts pocket, I observed a large can with an orange cap. As I passed the male, he took the can out of his pocket and appeared to be trying to counsel the can in front of his body. I turned around in the roadway and proceeded after the male with my lights and sirens on.

I caught up to the male who was walking down the driveway of [REDACTED BY AGENCY]. I stopped and existed my patrol vehicle with my department issued taser in the Sul position and instructed the male to stop and drop the can. The male (later identified as Mr. Timothy Jones) did so without incident. Mr. Jones put his hands in the air after throwing the can to the right side of the driveway. I instructed Mr. Jones to get onto his knees and keep his hands up. Once I could see Deputy Nunn walking up on my right side, I walked to the left of Mr. Jones and went around his back and placed him in handcuffs behind the back which were checked for fit and double locked.

I escorted Mr. Jones to the rear of my patrol vehicle and advised him he was being detained. Before placing Mr. Jones in the back of patrol vehicle, I conducted an open palm pat down on the outside of Mr. Jones person to check for any other weapons, without incident. I did switch Mr. Jones handcuffs to the front due to his age and medical concerns. They were checked for fit and double locked. I read Mr. Jones Miranda Rights and Mr. Jones stated he wanted a Lawyer present.

After Mr. Jones was placed in the rear of my patrol vehicle, Deputy Nunn continued to the complainant’s house. I took pictures and attached them to the report of the can of bear spray. I collected the bear spray in a brown paper evidence bag and secured it in the rear of my patrol vehicle.

Before Deputy Nunn arrived back to my location I did speak to Mr. Jones’ wife, Mrs. [REDACTED BY AGENCY]. She provided me with Mr. Jones’ name and date of birth. When Deputy Nunn arrived back to my location, I reviewed the video he obtained from the victims. After reviewing the video, we advised Mr. Jones he was under arrest and I transported him to the Liberty County Jail where he was turned over to booking staff without incident. I filled out a hold sheet for Mr. Jones. The rear of my patrol vehicle was searched prior to the start of shift and before leaving the sally port, with no contraband found. Once at the patrol office I filled out an evidence form and placed the can of bear spray in evidence locker #003.

[NARRATIVE #2 on July 20, 2026]

On Monday, July 20, 2026, at 1848 hours, I was dispatched to a disturbance at [REDACTED BY AGENCY]. Dispatch advised the complainant stated an older white male had just bear-maced her, her husband, and her dogs. Deputy Kindred 959 and I activated our emergency equipment and drove with due regard to the address given by dispatch. Dispatch provided a description stating an older man, white hair, beer belly, wearing glasses and a green shirt.

As Dep. Kindred and I were nearing [REDACTED BY AGENCY], I observed an older male walking in the opposite direction we were traveling. I radioed dispatch asking if the green shirt was sleeveless. Dispatch stated yes, so I advised Dep. Kindred to turn around and stop the male walking. I too had to get turned around and was able to catch up to Dep. Kindred in the driveway of [REDACTED BY AGENCY], who got out with the male subject later identified to be Mr. Timothy Jones.

See Dep. Kindred’s narrative for the initial encounter with Mr. Jones. I exited my patrol vehicle and observed Dep. Kindred with his department-issued Taser 10 in the Sul position while giving commands. I drew my department-issued firearm and kept it in the Sul position while Dep. Kindred detained Mr. Jones. Once Mr. Jones was detained, I then proceeded to the victim’s location at [REDACTED BY AGENCY] Rd.

I arrived on scene and found the complainant, Ms. [REDACTED BY AGENCY], and her friend Ms. [REDACTED BY AGENCY] in the front yard. I asked Ms. [REDACTED BY AGENCY] and Ms. [REDACTED BY AGENCY] if they were ok and they stated yes. Ms [REDACTED BY AGENCY] pointed to her leg, saying it was red from the spray. Ms. [REDACTED BY AGENCY] mentioned that her husband was sprayed in the face, so I asked where he was. [REDACTED BY AGENCY] pointed upstairs, saying he was in the kitchen. I walked into the house and, from past experience, could smell the odor of an OC (Oleoresin Capsicum) spray. Mr. [REDACTED BY AGENCY] was in the kitchen trying to pour milk on his face and use the water from the sink.

I advised dispatch that the scene was clear for EMS (Emergency Medical Services) to come into the residence. I advised Mr. [REDACTED BY AGENCY] that EMS was on the way to assist, but in the meantime, to keep running cold water and use baby soap, if available in the residence, to help wash the spray off. Photos of Mr [REDACTED BY AGENCY] injuries were documented, as it could be seen how red his skin was from the irritation of the bear spray. Ms. [REDACTED BY AGENCY] injury was also documented.

[REDACTED BY AGENCY] showed me the 2 dogs that were also sprayed with bear spray, pointing to them in the kennels: a brown female dog named Ivy and an all-black male dog named Cash.

After checking everyone for medical, I exited the house with [REDACTED BY AGENCY] and [REDACTED BY AGENCY] to discuss the incident. [REDACTED BY AGENCY] explained they were walking the dogs on Circle Dr. when they were confronted by Mr. Jones. [REDACTED BY AGENCY] explained that they were walking back home when Mr. Jones came out of a nearby house and approached them in the roadway. [REDACTED BY AGENCY] stated that Mr. Jones approached them with the bear spray in hand and began antagonizing the dogs. [REDACTED BY AGENCY] stated she recorded the incident.

[REDACTED BY AGENCY] showed me the video recording, and I could see that they were walking the dogs on leashes on the right side of the road, while Mr. Jones approached them from a residence at [REDACTED BY AGENCY] on the left side of the road. Mr. Jones is seen confronting the group, telling them to go the other way. While confronting [REDACTED BY AGENCY] who was walking the all-black dog Cash, Mr. Jones is seen holding a black canister in his right hand, telling Mr. [REDACTED BY AGENCY] he will get the dog and then him. Ms. [REDACTED BY AGENCY] is seen on the right with the brown female dog, Ivy, trying to walk around Mr. Jones through the yard, but is cut off when he blocks their path.

With the dogs barking, Mr. Jones is now yelling and antagonizing them further by waving his hat and the bear spray in Ivy’s face, and even pointing the spray at Ms [REDACTED BY AGENCY]. Ms. [REDACTED BY AGENCY] was backing up and had Ivy still on the leash at her side while Mr. Jones continued to walk them down. After approximately a minute of Mr. Jones yelling and antagonizing the dogs, he is first seen spraying Ivy and Ms. [REDACTED BY AGENCY] then turning around to spray Cash, and then Mr. [REDACTED BY AGENCY]. After Mr. Jones sprays them, you can see everyone try to walk away.

In the 2nd video Ms. [REDACTED BY AGENCY] supplied, it shows Mr. Jones was walking behind them following the group. Both videos were acquired for evidence and will be attached to the report.

EMS arrived on scene and assisted in flushing the OC Spray off of [REDACTED BY AGENCY]. I asked both [REDACTED BY AGENCY] and [REDACTED BY AGENCY] if they would like to pursue charges, and they stated yes.

I provided [REDACTED BY AGENCY] and [REDACTED BY AGENCY] with a victims pamphlet and case number. I explained how they could obtain a copy of the report if desired. Once done at the residence, I then went back to Dep. Kindred’s location, where I informed Sgt. Martin 966 of the incident and showed him the video provided to me from [REDACTED BY AGENCY].

Dep. Kindred informed me that he read Mr. Jones his Miranda rights, and Mr. Jones refused to speak, stating he wanted an attorney present. I went to Dep. Kindred’s patrol vehicle and asked Mr. Jones if it was true that he was exercising his right to not speak to us. Mr. Jones stated yes. I informed Mr. Jones that he was now under arrest and would be transported to the Liberty County Jail. Mr. Jones was arrested and transported to the Liberty County Jail for 2 counts of Battery (OCGA 16-5-23.1) and 2 counts of Cruelty to Animals (OCGA 16-12-4). See Dep. While Dep. Kindred transported Mr. Jones, I went to look for his wife, [REDACTED BY AGENCY]. I informed [REDACTED BY AGENCY] that her husband was being transported to the Liberty County Jail and would have to see a judge in the morning for a bond hearing.

Warrants for the following charges will be filed as soon as possible: 2 counts of Battery (OCGA 16-5-23.1) and 2 counts of Cruelty to Animals (OCGA 16- 12-4).
