On 02/08/26, at 1748 hours, I was dispatched to [100 BLOCK] Regency Pl. Apartment [REDACTED BY AGENCY], in reference to assist in a custody exchange. central advised the complainant, [REDACTED BY AGENCY], was standing by on scene.

Upon arrival, I made contact with Ms. [VICTIM #1], who was present to pick up her granddaughter, [REDACTED BY AGENCY] was court-ordered to reside with Ms. [VICTIM #1] due to unsuitable living conditions at Tommisha Ball’s residence. Ms. Ball was advised by officers earlier today that the court order required her to release [REDACTED BY AGENCY] to Ms. [VICTIM #1] by 6:00 PM on Sundays (CRN: 260204993). The time I met with Ms. [VICTIM #1] was approximately 6:20 PM which was past the visitation period annotated in the court-order.

Ms. [VICTIM #1] and I met with Ms. Ball, and she immediately said something to the effect of, “You’re not getting my child”. This response indicated that Ms. Ball was not going to cooperate with the court-order. Ms. Ball continued to become verbally aggressive, yelling and screaming; she stepped outside of her apartment and yelled, “You’re not getting my mother f*cking baby,” while pointing her finger at and directing her aggression toward Ms. [VICTIM #1]. [REDACTED BY AGENCY] was present and crying as she stood behind her mother.

I attempted to explain the court order to Ms. Ball who repeatedly interrupted me by yelling. Ms. Ball’s behavior indicated she was intentionally and willfully keeping [REDACTED BY AGENCY] away from Ms. [VICTIM #1], past the lawful period of visitation. Ms. Ball grew more agitated and began pointing and yelling at Ms. [VICTIM #1], as Cpl. Coetzee and I moved closer to Ms. Ball, she bladed her body away from me, indicating she may attempt to retreat into the residence.

We reached out to grab her, and she actively resisted by pulling her arms away, saying “no” and attempting to push away from officers. I instructed Ms. Ball to get on the ground, but she continued to say “no.” Cpl. Coetzee and I then brought Ms. Ball to the ground, she continued resisting by pulling her arms away from us. I was eventually able to secure Ms. Ball in handcuffs and placed her under arrest, I escorted her to my patrol vehicle.

Ms. Ball was transported to the Liberty County Jail. The arrest and transport of the suspect followed department protocol consisting of the suspect being searched, handcuffs being applied, checked for proper fit, and double locked. The suspect was placed in the backseat of my patrol vehicle and was seat belted in for transport. The vehicle was searched prior to and after transport with no contraband found.

Ms. Ball was turned over to jail staff without further incident. A copy of the signed court-order will be attached to this report. Warrants will be obtained within the allotted time.
