[NARRATIVE #1 on April 10, 2026]

On April 10th, 2026, at approximately 05:48 hours, I was dispatced to Highway 84 and Butler Ave in reference to a hit and run.

Upon my arrival, the driver who was hit was sitting inside of her vehicle. She didn’t complain of any injuries nor requested medical attention. The driver of vehicle 2 stated she was travelling in the right lane on Highway 84 headed east, and a black pick-up truck came over into her lane, striking her vehicle. She stated the driver of the black pick-up kept going and didn’t stop. She was unable to get a tag number.

There was a witness on scene, Ms. [WITNESS #1], who caught the accident on dash cam. While watching the video, I observed a black pickup truck veer over into the right lane, hitting vehicle 2, and continued east on Highway 84. I was unable to get a tag number from the video. Vehicle 2 sustained minor dents and scratches to the left side doors and front and back bumper of the vehicle. The right side mirror was also damaged. Vehicle 2 is not at fault for this accident.

I provided the driver a case report number and told her how to obtain a copy of the case report. Once I had completed my investigation, I canvassed the area to see if I could make contact with the black pick-up truck. Due to not having a tag number, it was unsuccessful.

[NARRATIVE #2 on April 15, 2026]

In refrence to the above report. On April 15th, 2026, at approximately 05:47 hours I was patrolling the area of Highway 84 and midway station when I observed a vehicle that fits a description of a hit and run that occurred on Friday April 10, 2026. I conduted a traffic stop on the vehicle in the area of Highway 84 and butler avenue.

Once I made contact with the driver Mr. [WITNESS #2] I advised him why he was being pulled over in reference to an hit and run. Mr. [WITNESS #2] advised during that time his nephew was the driver of the vehicle and stated that someone hit him and kept going. I then spoke with Mr. Tonquez Bell who was the passenger in the vehile and he stated that moring he was traveling to work and a vehicle came into his lane. He stated he didn’t stop because he was scared. He stated he went to subway in midway and called 911 but we didn’t have record shown.

I conducted a walk around of the vehicle observing white paint scuffs to the passenger side doors and a broken side mirrior on the passenger side of the vehicle. I also observed minor damages to the front bumper of the vehicle. I then went back and spoke with Mr. Bell in refernece to dash camera footage I had from the other party. The video shows Mr. Bell merging into the right lane striking the driver side of vehicle number 2 and keeps going straight on Highway 84 refusing to stop. He then admitted to the traffic violation admitting he didn’t stop because he was scared.

My preliminary investigation revealed that Mr. Bell is a fault for this accident. I ordered Mr. Bell to step out of the vehicle. He was serached and placed under arrest for the traffic violation. He was charged with hit and run and failure to maintain lane with a total bond of $910.00. He was then transported to the Liberty County Jail for booking.
