On 04/27/25 at 1036 hours, I was dispatched to [300 BLOCK] W Memorial Dr (Memorial Drive Apts) in reference to a domestic in progress called in by Ms [REDACTED BY AGENCY] [VICTIM #1] (Complainant/Victim). Central advised the other party was no longer on scene. Lt Guy (163) and Ofc Parmentier (193) responded to assist.

Ms [VICTIM #1] stated she heard a knock at her door today at about 0957 hours, saw her children’s father Xavier Scott, through the peep hole, and allowed him inside the residence. She advised Mr Scott lived with her in Savannah back in 2018. She stated it appeared Mr Scott was under the influence of drugs and had a “demonic look” on his face.

She said when they sat on the couch in the living room to talk Mr Scott removed a black and grey pistol from his pocket and placed it on the couch in between them. She said she was unsure what he intended to do with the pistol, but advised he went to prison in 2018 for hitting her in the head with a gun. She said he did not do anything to her with his pistol today. She stated Mr Scott told her he wanted his family back, then became angry when she told him they could only be friends.

Ms [VICTIM #1] said he stated, “I’ll kill you before anybody else can have you.” She stated, “he choked me so hard, I blacked out,” and “I thought I was dead.” She said he wrapped his hands around my neck, pressed his thumbs into my throat, and stopped me from breathing. She said she looked back and saw her 4-year-old son, [REDACTED BY AGENCY], crying and watching her get strangled by Mr Scott until she passed out. She said she tried to push Mr Scott away during the incident but was unable to. She said she believed she blacked out for approximately 15 minutes. She stated the conversation with Mr Scott lasted about 5 minutes before he assaulted her.

I asked Ms [VICTIM #1] how many children she had in the home, and she stated she had three. She said her two oldest children, [REDACTED BY AGENCY] and [REDACTED BY AGENCY], were sleeping at the time and did not observe this incident. Ms [VICTIM #1] requested her two oldest children not to be interviewed but allowed me to speak with [REDACTED BY AGENCY] because he observed the incident. I showed [REDACTED BY AGENCY] a picture of Mr Scott (see attached media) and he recognized him as his father. I asked him if he saw his father recently and he stated he saw him today on the couch. I asked if he saw anybody else on the couch with his father and he stated he did not.

While speaking with Ms [VICTIM #1], I observed her coughing, having difficulty speaking, unable to stand without getting light-headed, and crying. She complained of pain when swallowing and a “scratchy” feeling in her throat.

EMS was requested, arrived on scene, and provided Ms [VICTIM #1] with medical treatment. I asked Ms [VICTIM #1] about a mark I observed on the left side of her neck, and she advised the mark had been there all her life (referred to it as a mark birth mark). I did not observe any external injuries on Ms [VICTIM #1] while on scene. She was advised to contact police immediately if Mr Scott returned to her residence.

Ms [VICTIM #1] was provided a victim’s rights pamphlet, a case number, and advised how to obtain a copy of this report.

Warrants will be applied for Aggravated Assault (FVA), Terroristic Threats and Acts, and Cruelty to Children – 3rd Degree. Ms [VICTIM #1] advised Mr Scott has a brother who lives in Hinesville (unknown address) named [REDACTED BY AGENCY] [REDACTED]. She advised his brother owned a black dodge charge.
