Officer’s Narrative:

On 11/16/2025, at approximately 2221 hours, I was dispatched to [REDACTED BY AGENCY] E Oglethorpe Hwy Room [REDACTED BY AGENCY] in reference to a disturbance. Central advised the employee from the hotel stated an individual started a fire inside his motel room and they could see active flames. The complainant also stated the subject was cursing and arguing with the owner/bystanders and was trying to break a car window.

I arrived on scene and made contact with Mr Yannick Chevannes (offender) at his room (Rm [REDACTED BY AGENCY]). Based on the information provided by central, I went to detain Mr Chevannes in handcuffs. I gave Mr Chevannes a verbal command to turn around and place his hands behind his back. Mr Chevannes replied, “not gonna happen” and proceeded to sit down in a chair outside his room.

Ofc Riner 125 arrived on scene to assist and I gave Mr Chevannes another verbal command to turn around and place his hands behind his back as I drew my department issued taser. I attempted to grab a hold of Mr Chevannes’ arm to stand him up and he pulled his arm away. Ofc Riner attempted to control Mr Chevannes’ other arm and he (Mr Chevannes) pulled away from Ofc Riner. Ofc Riner and I both pointed our tasers at Mr Chevannes and gave him verbal commands to comply or he would be tased.

Mr Chevannes refused to comply and I fired two taser cartridges at Mr Chevannes. The first did not have a successful connection but the second did resulting in neuro-muscular incapacitation. I pulled Mr Chevannes out of the chair, onto the ground where Ofc Riner and I attempted to place Mr Chevannes in handcuffs. Mr Chevannes continued to resist by pulling his arms away and was advised he would be tased again if he continued.

Mr Chevannes continued to resist and I re-engaged my taser, at which point Mr Chevannes was able to be placed in handcuffs, double-locked, checked for fit. Mr Chevannes was lifted off the ground and escorted to my patrol vehicle where he was searched incident to arrest and placed in the back seat of my patrol vehicle.

I made contact with Mr [REDACTED BY AGENCY] (victim) who stated he witnessed Mr Chevannes start a fire in the parking lot and went to confront Mr Chevannes at his room. He stated while he was speaking to Mr Chevannes, he (Mr Chevannes) became aggressive and was yelling at him. Mr [VICTIM #1] stated he felt as if Mr Chevannes was going to hurt him so he returned to his vehicle for safety. Mr [VICTIM #1] stated when he got into his vehicle, Mr Chevannes punched his driver’s window 5-6 times trying to get to him (Mr [VICTIM #1]).

Mr [VICTIM #1] showed me a video he recorded on his phone showing Mr Chevannes next to a fire in the parking lot. Mr [VICTIM #1] provided security video on a USB to Ofc Riner which showed Mr Chevannes leave his room and start a fire in the parking lot. The security videos also showed Mr [VICTIM #1] speaking with Mr Chevannes at his hotel room and Mr Chevannes being very animated with his hands and he appeared to be yelling at Mr [VICTIM #1]. I observed Mr [VICTIM #1] return to his vehicle while Mr Chevannes followed him. The position of Mr [VICTIM #1]’s vehicle blocked the view of Mr Chevannes at his window but you can see Mr Chevannes being animated while standing at his window.

Sgt Kunda #139 spoke with [REDACTED BY AGENCY] who was the employee who contacted 911. Mr [WITNESS #1] stated they observed Mr Chevannes start a fire in the parking lot near the hotel rooms and went to speak with him about it. He stated Mr [VICTIM #1] went to Mr Chevannes’ room to make contact with him and Mr Chevannes appeared to be irate and was yelling at Mr [VICTIM #1].

Mr [WITNESS #1] stated Mr [VICTIM #1] went back to his vehicle due to Mr Chevannes yelling at him and Mr Chevannes followed Mr [VICTIM #1] to his vehicle. Mr [WITNESS #1] stated Mr Chevannes punched Mr [VICTIM #1]’s window several times trying to get to Mr [VICTIM #1]. Mr [WITNESS #1] stated he was worried that Mr Chevannes was going to break the window and he was on the phone with 911 during the incident.

Mr Chevannes was transported to the Liberty County Jail (LCJ) where he was released to their custody.

Warrants on Mr Chevannes for Simple Assault, Reckless Conduct, Disorderly Conduct and Obstruction will be applied for in the appropriate amount of time allowed by law.

During the detainment of Mr Chevannes, my left ring finger was injured and started bruising. Due to the injury, I went to the Liberty Regional Medical Center to have my finger evaluated.
