– Begin Officer’s Narrative –

On 12/28/19 at 0956 hours, I was dispatched to 1828 West Hill Avenue (Super Value Inn) in reference to a possible stolen vehicle. While en route I was advised by 911 Dispatch, that West Palm Beach Police Department had a vehicle stolen out of their jurisdiction and that the vehicle was pinging at that location. 911 Dispatch then advised that the stolen vehicle was a 2019 Silver in color Hyundai Elantra Florida tag [REDACTED].

On arrival I observed a silver Elantra parked in a parking spot on the west side of the building to the back. I parked my vehicle on the east side of the building and approached on foot. On arrival to the vehicle I discovered that it was the stolen vehicle that 911 Dispatch advised of. 911 Dispatched advised that the vehicle was confirmed stolen.

Officer Cisneros (VPD 6944) arrived on scene and awaited for me to gather information from the front desk. I made contact with [WITNESS #1] who advised that there were three rooms checked out with a silver vehicle (125,145, and 107). The stolen vehicle was parked between the rooms of 125 and 145.

Officer Cisneros and I made our way to room 145 where we were about to make contact with that resident. Myself and Officer Cisneros observed a male exit out of room 125 with a backpack on (later identified as Saif Hamtini) and begin walking south towards West Hill Avenue. I went to the other side of the building to get in front of him.

I made it to the front of the building and Hamtini was still walking towards West Hill Avenue. I began calling out to him say “SIR”. Hamtini continued to walk towards West Hill Avenue. I ran up to him and said. “sir what room number are you? “. Hamtini looked at me then looked both ways down West Hill Avenue and began running away from me. I yelled “STOP!” at Hamtini but he continued to run south across West Hill Avenue.

While chasing, a Grey in color Ford truck almost struck myself and Hamtini. Hamtini continued to run across West Hill Avenue in the grass area west of Bojangles. I finally caught back up to him and dove at Hamtini. I wrapped around Hamtini’s upper body which resulted in both of us falling to the ground face first. I placed one cuff on the left wrist of Hamtini and he then began to dig into the front of his waistband with his right hand. I was able to then get his right hand in a cuff and they were placed double locked to the rear. Hamtini was escorted back to Super Value Inn by myself and Officer Cisneros.

On arrival back to the hotel, Officer Cisneros searched Hamtini and he located a silver and tan UX X.C.P CO2 BB handgun in his groin area. Officer Cisneros then located in Hamtini’s left boot a single car key. Nothing else was located on Hamtini. I took the key from Officer Cisneros and tried the key in the stolen Elantra. The key fit and worked properly in that vehicle.

I made contact with Hamtini and read him his Miranda Warning. Hamtini advised he understood his rights and did not wish to speak with me. I made contact with [WITNESS #1] again and asked if Hamtini was the name on room 125 to which he advised “YES”. [WITNESS #1] also advised that Hamtini was already checked out of the room and he allowed me to search room 125. I made contact with Hamtini again and he spontaneously uttered that he knew nothing about a stolen car and I reminded him that he knew his rights and I couldn’t speak to him about the issue.

Hamtini became very compliant after he calmed down. Officer Cisneros transported Hamtini to the Lowndes County jail and his involvement will be submitted on his supplement. A search of room 125 was conducted and nothing was found. I made contact with [VICTIM #1] via phone who advised that she was the one that rented the vehicle. [VICTIM #1] advised that her Ipad as well as her child’s toy was in the trunk of that vehicle. [VICTIM #1] advised that she has been tracking her Ipad from Florida. [VICTIM #1] did not advise on any further information.

Larry Dorminey’s recovered the vehicle and a inventory sheet was completed. Contact was made with Fort Lauderdale Alamo Rentals via phone and they advised that a recovery was already submitted through the wrecker service. I made contact with Liz with the West Palm Beach Police Department who advised that the vehicle was taken in a motor vehicle theft on December 26, 2019. Liz advised that Officer Martinez (WPPD 2164) was the officer that handled the theft and their case number is 2019-00-21975.

Hamtini was charged with two counts of Theft by bringing stolen property into the state Georgia (9(16-8-9) (stolen car and Ipad) and Obstruction (M)(16-10-24). Warrants will be sought to be signed the next available date.
