On September 7th, 2025, at approximately 1000 hours, I, TFC2 David Allan #292, was requested to investigate a singlevehicle crash that occurred in Lumpkin County.

Upon arrival at 1095 Mill Creek Road near Little Mountain Spur, I located a Chevrolet Equinox bearing Georgia license plate [REDACTED] sitting on top of two burial plots that had been struck. The vehicle sustained front-end damage and was unoccupied. The driver had left the scene prior to law enforcement arrival. At approximately 1035 hours, the registered owner of the vehicle, who was identified as Rider, Joann (DOB:[REDACTED BY AGENCY]/1967) arrived on scene. Rider initially claimed that her vehicle had been stolen and crashed by an unknown individual. She further stated that she had located the vehicle after the crash but had not reported it stolen. Rider repeated this story several times when questioned.

After being presented with evidence contradicting her account, Rider admitted that her previous statements were false. She confessed that she had been operating the Chevrolet Equinox while under the influence of alcohol and crashed the vehicle at approximately 2300 hours on September 6th, 2025.

When Rider finally told the true story about how the crash occurred, I asked her how much alcohol she had consumed due to me locating an open container in the cup holder ofthe vehicle. Rider stated she had consumed two beers prior to the crash. I then asked her, on a scale from 1 to 10-where “1” is completely sober and “10” is highly intoxicated-how she would rate her level of intoxication at the time of the crash. Rider replied, “7.”

Due to the significant time delay between the time of the crash and the time of contact with Rider, the Georgia Implied Consent Notice was not read, and no state-administered chemical test was requested. Standardized Field Sobriety Tests were also not conducted for the same reason.

Rider was placed under arrest for Driving Under the Influence, Hit and Run, and False Report of a Crime. She was transported to Lumpkin County Jail without incident.
