On 1-1-26 I, SGT Vaughn, responded to [30 BLOCK] Roy Smith Rd in reference disorderly person.
I arrived on scene and seen a white male shirtless (Dale Hill) yelling at his neighbor [WITNESS #1] this the glass door. Dale was advised to walk away from the door. Dale showed signs of agitations by yelling and kept puffing out his chest. I could smell a strong odor of alcoholic beverage coming off his persons. Dale was advised he needed to calm down so we could speak clearly and Dale started to walk off. I spoke to [WITNESS #2] and [WITNESS #1] on what had happened.
[WITNESS #2] stated Dale is recovering addict and had been gone for a few hours. [WITNESS #2] stated this morning Dale wanted to go to the store and when [WITNESS #2] denied him he jumped out of the moving vehicle near Neese Groceries. [WITNESS #2] stated Dale showed back up at the house around 2000 drunk and was yelling. [WITNESS #1] stated he could hear [WITNESS #2] scream for help and he came outside to see what was going on. No physical contact was made with any parties.
As I continued to speak to [WITNESS #2] and [WITNESS #1], I could hear Dale yelling and walking in and out of his residence slamming doors. Dale walked towards the road and threw something onto the road hard while yelling. Dale then began to walk towards [WITNESS #2] and [WITNESS #1] while yelling. I gave Dale multiple lawful orders to not approach but he refused to comply.
Dale was then placed into handcuffs without incident and detained at that time. Dale was handcuffed to his rear and searched then placed in the back seat of my patrol vehicle. While Dale was in the back seat he kept hitting my patrol vehicle window. Dale was officially under arrest at that point. Dale kept moving his handcuffs to his front while in the backseat of my patrol vehicle. Dale was transported to the Madison County Sheriff Office and turned over to the on duty jail staff without incident.
Two Magistrate Citations were issued to Dale: Public Drunk and Disorderly Conduct.
