On 7/24/2025, I Lt. Brooks was made aware of a subject who was harassing 911 dispatchers. I was advised that the male caller was irate, screaming, and cursing at them. I was also made aware that he would not stop calling back.

I responded to [60 BLOCK] Ninth Street in Carlton Ga with Capt. Baird, Maj. Vaughn, Lt. Hanley, and Deputy Betts. Upon arrival, initially no one would come to the door when we knocked. While standing on the porch to the residence, we could hear a male voice screaming and cursing from inside the residence. I then learned that he was currently on the phone with Madison County 911 center while he was screaming.

We were able to see the male through a window from the porch and once he saw us, he came to the door. The male was identified as Michael Kitchens. While Michael was standing in the doorway to the residence, he was yelling about how 911 had “hung up on him.” I was unaware of the exact conversations that had taken place between Mr. Kitchens and 911. Capt. Baird, knowing more info about the phone calls than me, started to talk to Mr. Kitchens.

Mr. Kitchens continued to be irate and yelling about how Clarke County 911 had hung up on him multiple times and refused to answer his questions. While Capt. Baird was trying to reason with Mr. Kitchens it became apparent that Mr. Kitchens was not capable of reasoning. At this point, we asked Mr. Kitchens to step outside his residence which he refused and he asked us if he could get his phone. I advised Mr. Kitchens that he could get his phone but when I asked if I could go inside the house with him, he refused. I advised Mr. Kitchens to stay where we could see him which he did.

Based on the information I had received from Capt. Baird prior to our arrival on scene, Mr. Kitchens was going to be charged with Harassing 911. When Capt. Baird attempted to go hands on with Mr. Kitchens, he actively resisted arrest and attempted to slam the door to the residence. I attempted to grab Mr. Kitchens while he was trying to slam the door which resulted in the door to the residence hitting me in the right side of my head. Mr. Kitchens also attempted to punch me in the face but missed. While holding the residence door open, I also had grabbed Mr. Kitchens’ shirt. Capt. Baird had grabbed Mr. Kitchens by one of his arms. We continued to give verbal commands to Mr. Kitchens to exit the home and to get on the ground which he refused.

While trying to gain control of Mr. Kitchens, I deployed my department issued Taser X2 serial # X29008EWD. When I fired the taser the first time, the probes malfunctioned and did not deploy. While the taser was finishing its first 5 second cycle, I drove stun Mr. Kitchens on his lower stomach which caused Mr. Kitchens to lose his grip on the door which gave me enough room and time to enter the residence and fire the second taser cartridge which deployed successfully into Mr. Kitchens’ lower back. Due to the close proximity, the taser probe spread was only 2-3 inches approximately. When I fired the taser the second time I successfully completed a drive stun follow up to Mr. Kitchens’ lower left leg. After the drive stun follow up, NMI (neuromuscular incapacitation) was achieved and Mr. Kitchens fell to the floor on the porch.

After Mr. Kitchens fell to the floor, Capt. Baird and Deputy Betts were able to handcuff Mr. Kitchens behind the back while I maintained contact with the taser on Mr. Kitchens’ leg in the event that a third taser deployment became necessary which it was not. We assisted Mr. Kitchens to his feet and attempted to walk through the yard to the patrol car. Mr. Kitchens than began to fight and kick Capt. Baird which resulted in Mr. Kitchens being placed on the ground again. A few minutes passed and then Mr. Kitchens was assisted to his feet again and successfully placed in the back of a patrol car. Mr. Kitchens was then transported to the Madison County Jail for booking.
