On Sunday, September 14th, 2025, at 2223 hours, I, Officer Ethan Sidbury, responded to [300 BLOCK] Walnut Street in reference to a civil issue, called in as a “trouble with subject” by Reginald Bailey.

On arrival, I made contact with Bailey in the yard of the adjacent residence. Bailey stated that his wife, [REDACTED], had taken his cellphone and was refusing to return it. During the interview, Bailey was loud and belligerent, using vulgar language to describe his wife and the incident, stating that she had taken his cellphone while he was in the shower.

Bailey was given multiple opportunities to lower his tone due to the disturbance he was causing in the neighborhood. Despite these warnings, he continued to yell and insisted that his wife had taken his phone. I advised Bailey that if he did not calm down, he would be placed under arrest for disorderly conduct based on his behavior.

Sgt. Tuttle arrived on scene and placed Bailey in handcuffs due to his continued noncompliance during the interaction. A search for the cellphone inside the residence was conducted, but it was not located by any of the occupants. Officer Olson transported Bailey to the McDuffie County Jail at 2153 hours. On arrival at the jail, I assisted Officer Olson with the booking process.

During this time, Bailey remained aggressive and attempted to turn and spit in my direction. In response, I raised his arms to turn him in the opposite direction and gave him multiple verbal commands to relax and stop. While being turned, the top of Bailey’s head collided with the sally port door leading into the booking area. Bailey then stated that his jaw was swollen and indicated his intent to file charges against me as a result of the incident.

Bailey received one citation for Disorderly Conduct (City Ordinance).
