On Monday September 15, 2025 at 11:51 am I Sergeant Nathan Salyer was dispatched to [700 BLOCK] Ferrous Road in reference to a domestic.

While responding, dispatch advised the caller [VICTIM #1] advised her husband Ricky Ragin had burned her clothing, punctured two tires on a vehicle she drives, broke the screen to the outer window of the residence.

Upon arrival, I made contact with [VICTIM #1]. [VICTIM #1] essentially stated her husband Ricky Ragin had left the residence for over a year and sometimes does frequent the residence to see the kids they have together. [VICTIM #1] and Ricky are still currently married but are separating.

[VICTIM #1] told me she went to a party last night on 09/14/2025, Ricky found out about this and got upset with her. Rickey came over to the residence going inside the residence taking her clothing from the residence, then going outside setting her clothing on fire. [REDACTED BY AGENCY] (13YOA) was present and witnessed when Ricky set the clothing on fire.

[VICTIM #1] told me she arrived back at the residence this morning when Ricky returned to the residence [VICTIM #1] would not allow him to come into the residence. This angered Ricky to the point he attempted to enter the residence by prying the screen off an exterior window and puncturing two tires on 2015 Hyundai Sonata she drives. [VICTIM #1] told me the vehicle belonged to her other son [REDACTED BY AGENCY].

Ricky Sr. had left prior to my arrival in a black Chevy Silverado. [VICTIM #1] told me the value of the clothing was about three hundred dollars $300.00 in us currency. I attempted to make contact with [REDACTED BY AGENCY] by phone since he was not present but was not able to. I left a message for [REDACTED] to call me back.

I took pictures of the vehicle, the screen to the window, and the burnt clothing. I advised [VICTIM #1] if Ricky Sr. were to return to notify law enforcement. I checked flock camera’s and observed a vehicle matching the description given by [VICTIM #1] as the vehicle Ricky Sr. operates leaving the general area. The vehicle was located on camera #17 which is located on Washington Road and I-20 east bound entrance at 11:54 am.

I checked the vehicle’s tag through GCIC/NCIC to confirm the vehicle belonged to Ricky Sr. GCIC/NCIC advised the vehicle was registered to a [REDACTED] and Ricky Ragin. GCIC/NCIC provided an address for Ricky Sr. located off Barton Chapel Road in Augusta, Ga. I was able to track the vehicle from camera #17 all the way back to Augusta, Ga. It was last seen on Barton Chapel Road and Glenn Hills Drive at camera #73 at 12:48 pm.

I obtained an arrest warrant for Ricky Sr. on arson in the third degree. I had the arrest warrant entered into GCIC/NCIC at the McDuffie County Sheriff’s Office. I reached out to the Richmond County Sheriff’s Office to see if they could possible locate Ricky Sr. I received word from Richmond County Sheriff’s Office Ricky Sr. was taken into custody without incident.
