On 11/07/2025 at approximately 16:28 hours, I, Officer M. Goetsch responded to the area of School St. in reference to a man stumbling around in the street. The caller states the man was wearing beige shorts and a beige shirt. He was bald with a beard.
Upon arrival, I located a gray and black backpack lying in the middle of the street. No individuals were observed in the immediate area. The backpack contained several personal items of apparent value but no identification or items to determine ownership.
I searched the area and found someone matching that description in a hangout spot behind the liquor store on Church Street NW. The man was later identified as Mr. James Wheeler.
Mr. James appeared to be in an altered mental state. His t-shirt was visibly soaked, possibly with sweat. His speech was extremely rapid, and his thoughts appeared disorganized. He had to pause periodically to catch his breath while speaking.
I requested EMS to evaluate Mr. James. While waiting and trying to get information on why he might be in the state he was in. He admitted to being very High. When asked, he stated he smoked a lot of weed and took some “Bubble Gum,” but that he was out of it now. He further stated he wished he had more, but he doesn’t have any.
EMS checked all his vitals. The only concern was how fast his heart rate was (124 bpm), which is consistent with the type of drugs he took. Thou he had a high heart rate, it was not a medical emergency, and he was medically clear. He was asked if he wanted to go to the hospital to be further checked out but he declined to go.

> After returning to service, it was discovered that Mr. James had an active warrant for Failure to Appear. Due to the length of time before his next scheduled court date, it was determined the warrant could be served closer to that time.
At approximately 1756 hours, another 911 call was received regarding Mr. James (Case #3017xx). I responded to the Village Liquor Store, the same location where I had previously encountered Mr. James. The caller reported that a man, later confirmed to be Mr. James, appeared to be intoxicated or under the influence of an unknown substance. The caller stated that the subject was dancing in the roadway and lying down in the street.
Upon arrival, I made contact with Mr. James, who remained disoriented and appeared to still be in an altered mental state. At that time, Mr. James Wheeler (DOB: [REDACTED]) was placed under arrest for Disorderly Conduct. He was placed in handcuffs, checked for fit, and double locked for his safety. I then escorted him to my patrol unit, where I secured him in the back seat on the driver side.
The subject was then transported to the police department where paperwork was completed before being transported to the Mitchell County Jail. The whole way to the jail, Mr. James continued his disorderly conduct by making derogatory remarks and multiple verbal threats directed toward me. There he was turned over to the MCSO jail.
During the exchange of custody, Mr. James’s disorderly behavior persisted as he continued to make disrespectful comments and verbal threats toward me, and the jail staff. The situation remained verbal throughout the encounter, and no use of force was required at any time.
The back seat of my patrol unit is searched prior to each shift and after the transportation of an arrestee. No contraband was located during either search.
Offenses as follows;
- OCGA: 16-11-39/ Disorderly Conduct
- “WARRANT EXECUTED”
All related paperwork, including citations and the incident report, was placed in the Clerk of Courts in-box.
