On Thursday September 24th 2026, at approximately 0030 hours, a traffic stop was conducted on I-75 northbound near mile marker 188. After further investigation, one male was arrested for multiple traffic offenses.

While patrolling the area of I-75 northbound near mile marker 187, I observed a black Kia Optima traveling northbound towards mile marker 188. I ran the vehicle registration through GCIC and the vehicle returned with no valid insurance and suspended registration. I activated my emergency blue lights and siren to conduct a traffic stop. The vehicle slow rolled for a short time before coming to a complete stop near the 188 mile marker. I advised Monroe County Dispatch I was conducting a traffic stop and provided the location, direction of travel, vehicle description, and vehicle registration (TAG#[REDACTED]) and exited my vehicle. While approaching the vehicles passenger side, Dispatch confirmed the vehicle’s registration and insurance status was suspended and not valid.

I made contact with the driver (later identified to be Christopher Maurice Hopkins) and advised him the reason for the traffic stop was for suspended registration and no valid insurance. I asked Christopher did he have valid insurance or proof of his insurance and he avoided looking at me and continued looking at his phone. While speaking with Christopher, I detected the odor of raw marijuana coming from the vehicle. I asked Christopher for his license while he was searching for his insurance information and he provided it to me. When Christopher handed me his license, I observed his eyes were extremely bloodshot and watery. I asked Christopher if there was any marijuana in the vehicle and he advised no. I asked him had he smoked in the vehicle recently and he advised no he smoked before he left Macon approximately 20 minutes ago. I asked Christopher if that was the last time he smoked and he advised yes. Christopher stated there may be a small “roach” (partially smoked marijuana cigarette) in a trash bag but nothing else.

I returned to my vehicle to run Christopher’s information and called Officer Rodgers via radio to be en route to my location. Officer Rodgers arrived on scene shortly after to assist. I requested Christopher exit his vehicle and he complied. Officer Rodgers conducted a probable cause search of the vehicle and I asked Christopher if he would consent to doing Standardized Field Sobriety to ensure he was safe to operate his vehicle. Christopher advised yes. I deactivated my front emergency lights and placed Christopher in front of my vehicle’s dash camera. I again asked Christopher if he consented to performing Standardized Field Sobriety and he advised yes. I began asking Christopher the Standardized Field Sobriety Medical Questions.

I began Standardized Field Sobriety with the Horizontal Gaze Nystagmus Test (HGN) and observed no clues:

I advised Christopher the second test administered will be the Walk and Turn Test. I advised Christopher to stand with his feet together and his hands down by his side. I instructed Christopher not to move until told to do so. I began explaining the instructions to the Walk and Turn test and asked him to imagine a straight line out in front of him. I asked Christopher did he see the line in front of him and he advised yes he did. I advised him to place his right foot on the line he imagined heel to toe with his left foot. While explaining the instructions, Officer Rodgers demonstrated them to Christopher as well. Once, he was in that position I advised him not to move from that position until told to so. While in this position and being explained the instructions, I observed Christopher swaying and attempting to use his arms for balance and he also stepped out of position to return to standing normally. I placed Christopher back in the starting position and finished explaining the instructions to Christopher. I asked him did he understand all the instructions as explained? He advised yes. Before telling him to begin Christopher again began to start walking. I advised him not to start yet and to wait until he was instructed to do so. I instructed Christopher back into the starting position and again asked if he understood the instructions? Christopher advised yes. I instructed Christopher whenever he was ready he could begin.

During The Walk and Turn test, the following clues were observed:

First walk- Uses arm for balance, stepped off line, missed heel to toe
Second walk- Using arms for balance, missed heel to toe, stepped off line

Total amount of clues observed: (6/8 clues)

I again asked Christopher if he understood the instructions and he advised yes.

I advised Christopher the next test would be the One Leg Stand Test- I advised him Officer Rodgers would provide him the instructions and demonstration since he had the stop watch. Officer Rodgers provided Christopher the instructions for the evaluation and instructed him as follows. He advised him to place his feet together with his hands down by his side. Officer Rodgers advised him when he told him to begin, he is going to raise either foot of his choosing approximately 6 inches off the ground. He advised him while lifting that foot off the ground he is going to count 1,1000 ,2,1000,3,1000 and so on and so forth until he was instructed to stop. Officer Rodgers asked Christopher did he understand the instructions and he advised yes. Officer Rodgers used his wrist watch to time Jimmy and advised him he may begin.

During the testing, I observed the following clues:

Swaying and uses arms for balance, puts foot down, hopping to maintain balance (3/4 clues)

Based on my observations from Standardized Field Sobriety Testing and the amount of clues demonstrated, I determined Christopher was driving under the influence of alcohol or drugs. I advised Christopher to face away from me and place his hands behind his back. I advised Christopher he was under arrest for Driving Under the Influence of acohol or drugs. I applied my handcuffs, checked for fit and double locked them to avoid injury. Christopher was escorted to the rear of my patrol vehicle and was searched incident to arrest before being placed in the rear of my vehicle. Christopher was read the Georgia Implied Consent Notice for Suspects Ages 21 & Over for blood and originally denied but later consented to a blood test.

Christopher’s vehicle was turned over to Mid GA Towing Service and Christopher was transported to the Monroe County Hospital for a blood draw. A successful blood draw was completed and Christopher was taken to Monroe County Detention Center and turned over to the jail staff without further incident. All evidence was secured in the Forsyth Police Department Evidence room. The GBI Blood Test Kit was stored in locker# EF-1.

Christopher Maruice Hopkins was issued Uniform Traffic Citations for the following:

No Valid Insurance- O.C.G.A.- 40-6-10
Suspended Registration- O.C.G.A.-
DUI- O.C.G.A.- 40-6-391
