On 05/08/2026 at approximately 0218 hours, while patrolling the area of I-75 northbound near mile marker 186, I detected a white Hyundai Kona bearing Georgia license plate [REDACTED] traveling at a speed of 93 mph in a posted 70 mph zone, using ProLaser serial number LF-25017. I immediately activated my emergency lights and conducted a traffic stop near mile marker 187. Upon approaching the vehicle, I made contact with the driver, identified as Mr. Detrick Mattear.

When making contact with Mr. Mattear, I immediately detected the odor of an alcoholic beverage coming from the vehicle. After identifying myself, I requested Mr. Mattear’s driver’s license, which he provided. I informed Mr. Mattear of the reason for the stop. While speaking with him, I observed what appeared to be a paper cup sitting inside a red Solo cup in the center console.

I asked Mr. Mattear what was in the cup. Mr. Mattear stated it was mouthwash and that he just used it before being pulled over and showed me the inside of the paper cup rather than the red Solo cup. I requested Mr. Mattear hand me both cups as they were positioned, to which he complied. I then removed the paper cup from the red Solo cup and observed a liquid that emitted the odor of an alcoholic beverage.

At that time, I requested Mr. Mattear step out of the vehicle, to which he complied. Before exiting Mr. Mattear began chewing on a stick of gum and I observed Mr. Mattear stumble while exiting and used the vehicle for balance while walking to the rear of the vehicle, I then asked Mr. Mattear what was in the red Solo cup. Mr. Mattear stated it was “a little bit of Hennessy.” I asked him how much he had consumed, and he stated, “only a little bit.” While speaking with him outside the vehicle, I could smell the odor of an alcoholic beverage coming from his breath.

I requested Mr. Mattear perform standardized field sobriety exercises to determine if he was under the influence, to which he consented.

Beginning with the Horizontal Gaze Nystagmus test, after explaining the instructions, Mr. Mattear stated he understood. During the exercise, Mr. Mattear exhibited all six clues:

Lack of smooth pursuit, left eye
Lack of smooth pursuit, right eye
Distinct nystagmus at maximum deviation, left eye
Distinct nystagmus at maximum deviation, right eye
Onset of nystagmus prior to 45 degrees, left eye
Onset of nystagmus prior to 45 degrees, right eye

I then administered the Walk and Turn test. After explaining the instructions and demenstrating, Mr. Mattear stated he understood. Mr. Mattear exhibited six of eight clues:

Could not keep balance during instructions
Began before instructions were completed
Missed heel-to-toe
Stepped off line
Raised arms for balance
Improper turn

I then administered the One Leg Stand test. After explaining the instructions and demenstrating, Mr. Mattear stated he understood. Mr. Mattear exhibited four of five clues:

Began before instructions were completed

Swayed while balancing
Used arms for balance
Put foot down

Once finished Mr. Mattear stated that the test was difficult to do and I informed him that while he was performing the test, Cpl. Manning was also performing it without any issues.

After the field sobriety exercises, I explained to Mr. Mattear that I did not believe it was safe for him to drive and that I believed he was under the influence. Mr. Mattear then stated he had also smoked marijuana and that there was marijuana inside the vehicle.

Mr. Mattear was then placed in handcuffs behind his back, checked for proper fit, and secured in the rear seat of my patrol vehicle. Mr. Mattear was then read the Georgia Implied Consent Notice for persons over the age of 21, requesting a blood sample, to which he consented.

A probable cause search was conducted on Mr. Mattear’s vehicle, where a white container containing suspected marijuana, a bottle of Hennessy, and a black-colored pistol were located in the passenger seat area.

Mr. Mattear was transported to Monroe County Hospital without incident for the requested blood draw. After completion, Mr. Mattear was transported to the Monroe County Detention Center without incident. His vehicle was turned over to Forsyth Wrecker Service for towing.

Speeding in excess of maximum limits
Possession of marijuana
Open container of alcohol in a motor vehicle
DUI (combination of alcohol and drugs)
Possession of a firearm during the commission of a crime
