On Friday, June 12th, 2026, at approximately 0026 hrs, dispatch gave out a BOLO for a green Honda Accord with Georgia tag display “[REDACTED].” Dispatch stated the caller observed the vehicle speeding and driving reckless. The last updated location of the vehicle was passing mile marker 186 going north on Ga 401.

At approximately 0029 hrs, I, Deputy Powell, observed a dark Honda Accord traveling north at mile marker 191 in the far right lane. While I attempted to get behind the vehicle around mile marker 192, the vehicle turned its left turn signal on and changed lanes from the far right lane to the far left lane. I then got behind the vehicle and the vehicle’s speed slowed to approximately 55 miles an hour in the left lane, while swaying inbetween the lines, touching the left solid yellow line multiple times. The vehicle then accelerated to a speed of approximately 70 miles an hour. I then activated my emergency lights on my marked patrol vehicle and intiated a traffic stop.

The vehicle pulled over on the right shoulder near mile marker 193, just north of the Johnstonville Road exit. I then made a passenger side approach and made contact with the driver. The driver stated he was coming from Macon from seeing his brother in-law, driving to Atlanta to see his nephew. I then asked the driver for his license. I identified the driver as the registered owner of the vehicle, Dominic Mackins. Due to being on the passenger side of the vehicle on the side of the interstate, at the time I did not smell the odor of an alcoholic beverage coming from inside the vehicle. I then returned to the driver’s side of the vehicle and asked Dominic to step out of the vehicle. Upon exiting the vehicle, I then was able to smell a strong odor of an alcoholic beverage coming from Dominic. I also observed him to have red watery eyes. I then asked Dominic how much he has had to drink and he stated none. I then asked if he had smoked anything and he stated no. I then asked if he would perform Standardized Field Sobriety Testing (SFST), which he stated he would.

The first SFST conducted was the Horizontal Gaze Nystagmus Test. After ensuring Dominic did not have any issues with his eyes or any issues walking and turned or balancing, which he stated no. I had him stand in the start position. I explained this test to him and asked if he understood, which he stated he did. During this evaluation, Dominic displayed a lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and onset nystagmus prior to 45 degrees in both eyes.

The second SFST conducted was the walk and turn test, I instructed Dominic to stand in the start position and stay in that position until told otherwise. I then asked if he understood which he stated he did. While explaining this test to him, Dominic could not remain in the start position and kept losing balance numerous times. After getting Dominic to return to the start position, I advised him to began. During this evaluation, Dominic missed heel-to-toe on the first two steps, took one more and lost balance, then stepped backwards to start over. After starting over, Dominic stepped off the line on the ninth step. Once turning around and returning back, Dominic stepped off the line on the first and fourth step. During the whole evaluation, Dominic lifted his arms out to assist with balancing.

The third SFST conducted was the one leg stand, I had Dominic stand in the start position and remain until I told him otherwise while I explained and demonstrated this test to him. I then asked him if he understood, which he stated yes. After explaining and demonstrating, I asked him if he understood again, which he stated yes. I then advised him to begin. During this evaluation, Dominic put his foot down at approximately the 9 second mark. I then advised him if he put his foot down, to pick it back up and continue. He then put his foot down again shortly after and I had to remind Dominic to keep looking at the tip of his foot since he was not.

I then asked Dominic if he would give a breath sample for my preliminary breath test. Dominic then asked what that was so I got out my alco sensor, showed and also explained what to do. Dominic then stated he did not want to do it.

I then placed Dominic in handcuffs behind the back. The handcuffs were checked for fit and double locked. He was then sat in the back seat of my patrol vehicle and I read him the Georgia Implied Consent Notice For Suspects Age 21 Or Over (Green Card) requesting blood. After a few minutes of Dominic not giving a direct answer, he stated he would give blood. Later he then stated he would not do that. I then closed the door and inventoried the vehicle. The inside the vehicle there was a six pack of Corona with two missing. Cpl. Brooks stood by for the wrecker (Buice) while I transported Dominic to the jail. My patrol vehicle was searched prior to and after transport with no contraband being found.

Dominic was then turned over to the staff at the Monroe County Jail and cited for DUI-Refusal. A DDS 1205 form was also filled out and signed by Dominic.
