On Sunday, September 14th, 2025 at approximately 10:00 p.m. Deputies were dispatched to [700 BLOCK] Sanders Road in reference to a Jennifer Costlow contacting Monroe County Dispatch multiple times by calling 911. Costlow stated on this call that she wanted to national guard and to not send law enforcement as we would hurt her. Upon further review of the 911 call, Costlow called 911 for no legitimate reason. She continued to curse and harass the dispatchers. Monroe County Dispatch advised she called 911 multiple times today and yesterday for no legitimate purpose. Deputy Bakkar and I, Deputy Sammons responded.
Upon our arrival, we made contact with Jennifer Costlow at her residence. Deputy Bakkar told her to step outside to speak to us and Costlow refused. I instructed Costlow to come to me while reaching towards her. She pulled back and stated so I’m getting arrested for stating the truth to which I replied yes she was getting arrested. Costlow was handcuffed to the rear which were double locked and checked for proper fit. Costlow was searched by Deputy Bakkar incident to arrest where he removed several knives from her person along with myself removing a large dagger from her waistband. Costlow was speaking the entire time about random things and continuously made no logical sense. Costlow appeared to be experiencing a psychological episode or was under the influence of something.
Costlow was placed in the rear of my marked patrol car which was searched before and after transport for contraband which yielded no results. While placing Costlow in my patrol car she began using vulgar language and speaking of several Sheriff’s Office employees and local judges.
While en route to the Monroe County Jail Costlow was carrying on a conversation with herself. She was attempting to talk to me but I did not engage. Costlow made multiple statements that she would fight and hurt several different people. Costlow stated that she would kill Lieutenant Kevin Williams and burn his house down. Once in the jail sally port, Costlow stated she would burn the whole place down insinuating the Sheriff’s Office.
Costlow was turned over to jail staff for further booking. Warrants for Unlawful conduct during 911 calls and Terroristic Threats and Acts have been applied for.
