On Monday, April 20, 2026, at approximately 0740 hours, I, Deputy Jaden Linville, was dispatched to [1300 BLOCK] Edge Dr in reference to a disturbance. Before arrival, dispatch advised that the caller identifying as [VICTIM #1] stated his mother, who later identified as Jessica Ramsey, was feeling suicidal and was acting out by yelling and making threats to kill her son and her mother.

Upon arrival, at approximately 0800 hours, I made contact with Jessica Ramsey. While I approached the residence, Jessica came outside and I noticed her nose was bleeding. I asked Jessica if she was okay. She stated, “No, I’m not okay”, and advised she urgently needed to use the restroom, and then requested that I come inside with her. I advised Jessica to remain outside the residence so I could gather information concerning the incident.

I asked Jessica who caused the visible injuries to her face, to which she stated, “My son just beat the sh*t out of me”. Jessica stated that her son, [VICTIM #1] hit her because she shoved a glass jar across the counter towards his direction. Jessica advised that [VICTIM #1] along with her mother [VICTIM #2] left the residence because she threatened them stating that she was going to kill herself.

Jessica again during this time requested that I handcuff her and follow her in the residence because she needed to use the restroom. I advised Jessica to remain outside the residence until another unit arrived, due to an altercation prior to my arrival and information provided by dispatch indicating the presence of knives inside the residence.

While waiting for EMS to arrive on scene, Jessica made multiple spontaneous statements such as, “You have a gun, you can shoot me right now”. When I asked her to clarify, she stated, “If I’m lying, you can shoot me.” Jessica stated she was going to defecate on the porch and began removing her belt and attempting to lower her pants in a public area. I instructed her to stop and advised her that her actions could result in criminal charges. Jessica stated that she was going to get arrested anyways. Despite verbal direction, Jessica continued speaking in a raised voice and repeatedly requested to go inside the residence.

Once EMS arrived, they escorted Jessica inside so she could use the restroom while I cleared the home with my duty weapon to make sure there were no other residents inside. Sergeant Tyler Rodgers then arrived and I explained to him her statement and her behavior. Sergeant Rodgers asked Jessica if she had taken any medication and if she had tried to hurt herself and she stated that she didn’t take any medicine and wasn’t attempting to hurt herself.

Sergeant Rodgers spoke with [VICTIM #1] through via cell phone outside while I stayed with Jessica inside the residence. Due to the visible injury to Jessica’s nose, I found her statement to be inconsistent and advised her accordingly. Jessica stated she became upset, shoved a jar off the counter, and that [VICTIM #1] struck her in the face. Jessica proceeded to tell me that her boyfriend identifying as [REDACTED] just got locked up for meth a week prior. Jessica stated that she has been with him for years and the reason she got upset was because she didn’t know he was taking meth.

Sergeant Rodgers advised me to proceed with placing Jessica under arrest based on information he obtained during a prior phone conversation with [VICTIM #1]. During that conversation, [VICTIM #1] reported that Jessica had grabbed him by the neck and was throwing a barstool inside the residence. Jessica was placed under arrest with her hands behind her back with the handcuffs double locked for fitment.

Jessica was escorted to my patrol vehicle but refused to get inside my patrol car resulting in Sergeant Rodgers pulling her through from the driver side. Jessica was transported to the Monroe County Jail and later turned over to the jail staff without further incident.

Sergeant Rodgers proceeded to go make contact with [VICTIM #1] and [VICTIM #2] who were located at New Beginnings Church. [VICTIM #1] stated that his grandma, [VICTIM #2] woke him up out of bed earlier in the morning due to Jessica’s behavior. [VICTIM #1] stated that Jessica was upset because she had lost her Xanax pills and couldn’t find them. [VICTIM #1] also advised that Jessica was trying to contact a lady named [REDACTED] who she previously kicked out of the house. [VICTIM #1] stated that [REDACTED] wasn’t answering the phone and it was causing Jessica to get upset. [VICTIM #1] stated that Jessica continued to storm around the house looking for her pills and mentioned that once she found them, she was going to take herself out.

[VICTIM #1] stated that Jessica was throwing items in the house and threatening to kill them including herself. [VICTIM #1] stated that Jessica threw a bar stool chair against the counter and shoved an antique glass cookie jar ($210 in price) off the counter towards [VICTIM #2], causing it to shatter on the floor along with a few dishes.

Jessica also went into [VICTIM #1]’s room and snatched his monitor out of the wall and threw his gaming console on the floor. [VICTIM #1] also advised that Jessica proceeded to grab knives out of the kitchen drawer pointing them at him and [VICTIM #2], herself included, while stating that she was going to kill them. [VICTIM #1] stated that he snatched several knives away from Jessica and attempted to grab her almost as if he was giving her a hug. Jessica then grabbed [VICTIM #1] by the throat with both of her hands restricting him from breathing or speaking.

[VICTIM #1] stated he felt like he was being strangled. [VICTIM #1] advised that Jessica was striking him in the chest and mouth, and attempted to charge towards [VICTIM #2] resulting in [VICTIM #1] striking Jessica in the face 3 times with a closed fist causing Jessica to fall on the floor. [VICTIM #1] stated that she hit him in the mouth approximately 1 hour before my arrival and the swelling on his lips had already started to go down.

[VICTIM #1] stated that once he noticed Jessica’s nose was bleeding, he stopped striking her and proceeded to leave out the front door with [VICTIM #2]. [VICTIM #1] stated as they were walking towards the car to leave, Jessica grabbed an empty glass vodka bottle while stepping back and lunged it at [VICTIM #1]’s head missing him by inches. Sergeant Rodgers was able to retrieve the glass bottle for evidence.

Sergeant Rodgers also advised that [VICTIM #1] was going back to the residence to locate the knife that Jessica had in her hands when she was threatening to kill [VICTIM #1] and [VICTIM #2]. [VICTIM #1] was able to locate the knife in the sink in the kitchen near the drawer she originally grabbed it from. I was able to go back to the residence and retrieve the knife from [VICTIM #1] so it could be logged into evidence at the Monroe County Sheriff’s Office.

The knife was silver with a brown wooden handle with a blade length greater than 3 inches. [VICTIM #1] also stated that yesterday morning Jessica broke a piece of the refrigerator. Photos were taken of the property that was damaged and submitted into linked files attached to the incident report.

The glass vodka bottle along with the knife were submitted into evidence and stored into an evidence locker. Photos of injuries were taken and submitted into linked files with all other evidence.
