On 8/20/2026 at approximately 1300 hours, I was dispatched to [300 BLOCK] Presidents Way, located within the jurisdiction of Forsyth, Georgia, in reference to a possible intoxicated male, setting on the back porch of the residence. Upon my arrival, an elderly female exited the front door of the residence and appeared to be in a frightened state, due to the male subject being passed out on her back porch. The female abruptly began to point to her back yard several times.

I proceeded to the rear of the property, and I observed Mr. Jestan Wimberly, wearing red pants and a shirt, passed out in a lawn chair. I observed Wimberly’s head tilted forward and his zipper to his pants were unzipped. I immediately walked over to Wimberly and gained his attention. Once Wimberly picked his head up, I observed blood shot eyes, slurred speech and the odor of an alcoholic beverage coming from his person. Wimberly appeared to be extremely intoxicated and did not know where he was. Once Wimberly stood up, his pants fell down, exposing his p*nis.

Wimberly’s pants were pulled up and Wimberly was placed into custody. Wimberly mumbled that he had been at a friend’s house in the neighborhood, but he could not recall which residence. Handcuffs were applied to Wimberly’s wrist, to the rear, double locked, and checked for fit. Wimberly’s pants did have loose dirt on them, which may have come from him falling, while stumbling over to the [300 BLOCK] Presidents Way address. Wimberly was escorted over to a marked patrol vehicle and was secured in the rear right passenger seat. I did speak with Ms. [VICTIM #1]. Ms. [VICTIM #1] stated she was reading her bible, and she heard a noise on her back porch that startled her. [VICTIM #1] stated when she walked to the back door she seen the black male with dreads slumped over.

Ms. [VICTIM #1] advised it scared her, because she was in the process of praying and she lives by herself. Ms. [VICTIM #1] appeared to be extremely uncomfortable and uneasy about the situation. I informed [VICTIM #1] not to worry, the male would be going with us, and she did not need to feel unsafe at her home.

Wimberly was transported to the Monroe County jail and was cited for Disorderly conduct (15-8) subsections one for placing someone in fear of there life, limb, and or safety, subsection twelve for his p*nis being exposed, subsection ten for disturbing the peace and tranquility of the property, and also subsection eleven for public intoxication. Once at the jail Wimberly did become loud, verbally combative and had to be restrained by Monroe County intake deputies.
