[NARRATIVE #1 on June 07, 2025]
In April 2024, I started receiving multiple complaints about dogs running unattended and excessive barking from [2300 BLOCK] Highway 42 South (Shady Oaks Mobile Home Park). I also received complaints about household trash and obnoxious odors coming from the same location. I have been working with the owner of the park [REDACTED], which has approximately fifteen (15) mobile homes on the 9.2 acres. I was having Brookshire clean up the property, due to numerous complaints over the past six months about poor living conditions, trash, and dogs at large.
I met with Lisa Murray and Darrell Jones who were renting the third mobile home on the left side of the driveway. There were two dogs tethered in front of the trailer and two 10×10 kennels in the rear of the home, with approximately four (4 to 5) dogs in each kennel. The kennel dogs were barking continuously, and I could hardly hear Murray. I advised Murray and Jones to keep the dogs contained and maybe purchase bark collars to silence the dogs.
While there, I had a conversation with Murray about household trash piled up in her yard. It was a lot of trash, and the odor was strong. Murray stated that the owner canceled the park dumpster, and it piled up from there. I advised Murray to use her vehicle to transport some of the trash to a local free recycling center. I told Murray and Jones I would issue citations if action was not taken. October 17, 2024, the property was sold and acquired a new property owner. Murray and Jones were evicted from Shady Oaks in February of 2025 due to excessive animals and cleanliness.
I was contacted in March by [REDACTED] (Monroe County animal Control) that eight (8) deceased dogs were located at the previous residence of Murray and Jones. [REDACTED] stated the dogs were found in trash bags on the property of [2300 BLOCK] Highway 42 South (Shady Oaks) I was told that Murray Moved to [1600 BLOCK] Hopewell Road.
In April I again met Murray and Jones when I discovered all the cats (around 30 to 40) they had at [1600 BLOCK] Hopewell Road. I contacted [REDACTED] about the cats, which she was aware of. Murray said that her daughter was helping her find homes for the cats and finding Murray a place to live.
On Friday May 23, 2025, I, Deputy Wilson, heard a dispatch call for service about someone trespass on the property of [1700 BLOCK] Hopewell Road.
The call was answered by Corporal Charlie Bryson who I joined on the property. He found the subject (Jones) at the address [1600 BLOCK] Hopewell Road, living in tents behind the residence. I previously met with Murray living in tents along with her brother (Darrell Jones) and Murray’s disabled son. I have been working with them for the past month until they found another home other than a tent.
Murray has been a constant problem wherever she goes due to the constant barking of the dogs and the dogs running loose in the neighborhoods. I, along with animal control, have tried to help Murray on many occasions. The owner of [1600 BLOCK] Hopewell Road, [REDACTED], allowed them to stay temporarily till they located another place.
I was astonished by the living conditions which Murray and Jones are currently living in. Two tents with all their materials outside in the elements including electrical, such as microwaves. Murray advised me they should have a place in a month or so, but she has told me this several times now. They currently have six to eight dogs in kennels that keep getting out and thirty or so cats that are in small kennels on the property.
I issued Murray a citation for living in tents, due to the electrical safety and no septic system. I did not issue a dog at large citation since she already has a citation pending in Magistrate Court.
Update 6-3-25:
I heard a call go out from dispatch about a disturbance at the above address. The owner, [VICTIM #1] stated that Murray and Jones about leaving trash and debris on his property. I was advised by deputies that Murray was leaving the property and moving to Griffin, GA.
[REDACTED] from animal control was there attempting to confiscate dogs from Jones and Murray. Darrell Jones had locked himself in the pin with the dogs and refused to come out or let [REDACTED] take the dogs. Law enforcement was called out. They stated [VICTIM #1] was upset with the situation and threatened to shoot Murray and Jones. Law enforcement stated they could not help animal control without legal paperwork. I was then contacted by Lisa and informed that Murray has moved to [100 BLOCK] Hester Road.
I received multiple calls from neighbors on Hester Road about the trash and garbage located at [100 BLOCK] Hester Road. The entire property is piled up high with household trash and garbage.
Update 6-9-25:
I was sent a text by [REDACTED] at animal control that they have already had a complaint about Murray and Jones dogs running loose in the neighborhood.
Update 6-23-25:
[REDACTED] and [REDACTED] traveled to [1600 BLOCK] Hopewell Road to check for animal carcasses left by Murray and Jones. They located a total of 66 dead animals on the property. The carcasses were found in trash bags, Tupperware, and storage containers on the property. I was astounded by the number of deceased animals Murray and Jones leave behind at the locations they’ve stayed. We decided to step in and check the welfare of the animals.
Update 6-24-25:
I went to [100 BLOCK] Hester today and met with Animal control’s [REDACTED] and [REDACTED]. I did not see the tents that they were living in at [1600 BLOCK] Hopewell Road. I could hear the dogs barking in the shed on the property. I knocked on the blue RV door and [REDACTED] came out of the RV. [REDACTED] stated she let Murray and Jones move onto her property with all their animals. Animal Control assessed cats and dogs on the property. Most of the cats were matted and looked malnourished. The cats were in small carry kennels with three or four to a kennel. Most of the cats were covered in their own feces and urine. The kennels were covered with a tarp that was just open in front of the kennels. The dogs appeared to be in decent shape although they were living in a shed on the property in their own feces with no light available.
After conversing with the District Attorney, we decided to execute a search warrant to secure the safety and welfare of all the animals. Investigator Posey and Shiver came along to take photographs and document the animals and property. Three Animal control officers assessed the animals and began the impound. Darrell Jones became agitated and ran off to where the puppies were contained, ignoring deputy orders. Jones was arrested by Deputy Germany and escorted to jail for obstruction.
Shiver then read Lisa Murray, her Miranda rights from a card in his possession. I had a conversation with Murray about the Deceased animals at both previous locations. Murray stated she dug up brought the 66 deceased animals from Shady Oaks to the property at [1600 BLOCK] Hopewell Road. Murray then said the new Shady Oaks owner would not allow her to bury the 8 dogs left at [2300 BLOCK] Hwy 42 South. I asked Murray why there were so many dead animals. She stated they would get sick or get in fights. Murray said several times that her neighbor at Shady Oaks was a pest control agent and was poisoning her animals. I asked Murray why she would bring 66 dead animals with her to Hopewell Road. She stated she was an animal lover and couldn’t stand leaving them. I asked Murray how she acquired so many animals. Murray said people would leave them in the mobile home park when they moved or find them wondering around. Murray said she could not let an animal go hungry and would keep them.
14 Dogs, 36 cats, and 1 bird (Pigeon) were secured and confiscated by animal control. 51 total animals belonging to Murray and Jones were taken to the Monroe County Animal Shelter for veterinary assessment. Including 8 pet carriers, 3 crates, and 1 Bird cage containing cats and the 1 bird.
I took warrants for Lisa Ann Murray and Stephan Darrell jones for:
Cruelty to Animals – (51 counts) both subjects
Abandonment of dead Animals – (66 Counts) both subjects for [1600 BLOCK] Hopewell Road
Abandonment of dead Animals – (8 Counts) both subjects for [2300 BLOCK] Highway 42 South
I spoke with Jones and Murray while in the jail they decided to voluntarily surrender all 51 animals to Monroe County Animal Control.

[NARRATIVE #2 on June 27, 2025]
On June 27, 2025 at approximately 1516 hours I, Deputy M. Germany responded to [100 BLOCK] Hester Road to assist in a search warrant with Monroe County Investigations Division and Animal Control.
Upon arrival I observed a white female trying to calm down an older white male. The male then began walking off into the wood line throwing his hands and arms in the air and disobeying verbal comands from Deputies ordering him to stop. At this time I started to proceed behind the individual and he took off running. A short foot chase then ensued the individual then made it to a dog pin with serveral dogs inside. He then tried to open the gate while yelling “Yall aren’t taking my Fu*king Dogs”.
Upon reaching the dog pin the subject was snatched out the dog pin and taken to the ground and placed in hand cuffs. The dog pin was succered, no dog escaped and there were no injuries.
The indiviual was Identfied as Stephen Darrell Jones. Jones was placed under arrest and charged with Misd Obstruction. Jones cuffs where checked for fit and double locked. Patrol Vehicle 23-39 was checked before transport and after and no contruband was found.
Jones was transported to the Monroe County Sheriffs Office Jail and turned over to staff.
A warrant has been taken out on Jones for Misd Obstruction.
