On June 12, 2026, approximately 02:21 hours. I Officer Dent was dispatched to 333 Harold G Clarke Pkwy. In reference to a suspicious person, located within the jurisdiction of Forsyth Ga.
Upon arrival I spoke with [VICTIM #1]. She advised me that she was walking outside around the parking lot when she noticed a heavy-set male following her everywhere she walked. She also advised me the male was dressed in all black, and seemed kind of off, and that he started cat whistling to her. [VICTIM #1] also advised that she had been assaulted before in the past, so she just wanted us to check it out. She then told us that the male was in a black car behind the building with the lights on with a female inside.
Upon going around the building, I noticed the black car with its headlights on and seen a male and black female in the car having sexual intercourse with the male being on top of the female with his and her pants down in public view. Once separating the male and female from having sexual intercourse I asked for their driver licenses. I then identified the female as Ms. Zaynah James, and asked her to pull her clothes up. I then conducted an inquiry on Ms. James through NCIC/GCIC to which her driver license was valid and no active warrant’s listed.
The male appeared intoxicated and stated that he did not speak English, and he would not comply with giving us his name. He stated “I don’t know” After asking the male for his name a couple times, he stated that his name was (Luis). He did not have any identification on his person and would not comply with giving his correct first and last name. I then told him to step out of the car and detained him to get more information about his name and date of birth. He once again refused to give out his name and date of birth. The male was handcuffed to the rear, double locked, checked for fitness. I then asked for Ofc. Rafferzeder to be enroute to transport the male. Once he arrived, he was placed in the rear of a marked patrol vehicle and transported to Monroe County Jail.
Once Mr. Louis arrived at the Monroe County detention center. A detention officer searched Hernandez and located a crystalized white in colored substance that was rolled up inside of a dollar bill. The jail staff had someone to speak Spanish to Hernandez to which he identified himself as Mr. Luis Tellez Hernandez, date of birth [REDACTED]. I then asked Monroe County Jail to fingerprint Hernandez and give us a call once they received a hit confirmation in reference to Mr. Hernandez’s true identity.
Approximately an hour later Sergeant Shivers from the Monroe County Jail contacted me via telephone and stated that he received a confirmation from GCIC/NCIC. The real name for the Hernandez was Mr. Perfecto Tellez Hernandez, date of birth [REDACTED]. Sergeant Shivers advised that Mr. Hernandez has been deported before and had a deportation order from Ice.
I retrieved the two-dollar bills and unknown white in color substance and transported it to the Forsyth police department. I processed the items and placed them in evidence and completed a GBI submission form so that the unknown substance could be identified. I placed the evidence inside locker EL2.
Ms. James was citied with disorderly conduct and released, 15-8 City Ordinance subsection 12. Arrest warrants were applied for Mr. Hernandez for possession of a schedule one controlled substance, and obstruction for providing a false name.
