On 05/02/2026 at approximately 2306 hours, while patrolling the area of I-75 southbound near mile marker 186, I observed a red Honda Accord bearing Georgia license plate [REDACTED] failing to maintain its lane. I activated my emergency lights and conducted a traffic stop near mile marker 185.
I approached the vehicle and made contact with the driver, identified as Ms. Reces Greene. Upon contact, I immediately detected the odor of marijuana emitting from the vehicle.
I requested Ms. Greene’s driver’s license, which she provided electronically. I then identified myself and informed her of the reason for the stop. I asked Ms. Greene if she had smoked marijuana, to which she replied yes. I then asked if there was any marijuana left in the vehicle, and she stated there was a roach inside. I further asked how long it had been since she last smoked marijuana, and she stated approximately 30 minutes prior to the traffic stop.
Due to Ms. Greene stating she had smoked marijuana approximately 30 minutes prior and admitting marijuana remained in the vehicle, I requested that she step out of the vehicle, to which she complied. It was also at that time that I requested Corporal Manning’s assistance with the traffic stop.
Upon Corporal Manning’s arrival, I requested he conduct a probable cause search of the vehicle due to the odor of marijuana and Ms. Greene admitting marijuana was inside the vehicle.
While Corporal Manning conducted the probable cause search, I requested Ms. Greene perform standardized field sobriety exercises to determine if she was safe to drive, to which she consented.
I first administered the Horizontal Gaze Nystagmus test after carefully explaining the instructions to Ms. Greene. Upon completion, I observed four out of six clues:
Lack of smooth pursuit, left eye
Lack of smooth pursuit, right eye
Distinct nystagmus at maximum deviation, left eye
Distinct nystagmus at maximum deviation, right eye
I again asked Ms. Greene if she understood the instructions due to her inability to stop moving her head during the exercise. She stated she understood.
I then administered the Walk and Turn test after carefully explaining the instructions and asking if she understood, to which she stated she did. I observed six out of eight clues:
Cannot keep balance during instructions
Starts too soon
Misses heel-to-toe
Steps off line
Uses arms for balance
Improper turn
I then administered the One Leg Stand test and observed three out of five clues:
Sways while balancing
Uses arms for balance
Puts foot down
At that time, I informed Ms. Greene that I did not believe it was safe for her to continue driving due to her being under the influence of marijuana. I then read Georgia Implied Consent for persons age 21 or over to Ms. Greene, requesting a blood sample, to which she consented. I then placed Ms. Greene in handcuffs behind her back, double locked them, and checked for proper fit.
Ms. Greene was secured in the rear seat of my patrol vehicle. I then assisted Corporal Manning with the probable cause search of the vehicle, during which a roach appearing to have been recently smoked was located.
I then requested Corporal Manning remain with the vehicle while I transported Ms. Greene to Monroe County Hospital for the blood draw. After the blood draw was completed, I transported Ms. Greene to the Monroe County Detention Center without incident.
At that time, I was informed by Corporal Manning via radio that the vehicle had been released to Buice Towing Service.
