On Thursday, May 14, 2026 at approximately 0100 hours, I, Corporal Brooks was conducting traffic enforcement on Georgia 401 South at mile marker 191. While sitting stationary I observed a vehicle approaching with only one headlight working. As the vehicle passed my location, I observed that neither of the tail lights were operational on the vehicle.
I soon got behind the vehicle and observed it was a white Lexus sedan with Georgia tag [REDACTED]. The vehicle then took exit 188 and came to a stop at the stop sign. Before activating my emergency lights, I observed the vehicle sit at the stop sign for an extended period of time without moving. I then activated my emergency lights and advised dispatch that I was conducting a traffic stop on the vehicle. I exited my vehicle and made contact with the driver and sole occupant of the vehicle who was identified as Rhonda Williams. Williams advised me that she was lost and trying to go to Milledgeville.
I advised Williams that she was being stopped for her head light and tail lights not working and asked Williams to provide me with a driver’s license. Williams continued to stare at me and would not provide her driver’s license. I asked Williams several times if she could provide me a driver’s license and Williams continued to just stare at me and respond with “yes”. I asked Williams to step out of the car several times before Williams complied.
Once at the rear of her vehicle I asked Williams if she was under the influence of any alcohol or narcotics and Williams stated that she was not. Williams kept stating she was just lost and tired from working all day.
After briefly speaking with Williams, Dep. Walker and Dep. Wilson arrived on scene. I asked Williams if there was anything illegal in the vehicle and Williams stated no. Williams also stated that her son sometimes drives the car. I asked Williams if I could search her car and Williams advised me that I could. When I opened the front driver side door, I observed what appeared to be a clear cylindrical tube with burn marks on it that is commonly used to use narcotics. Once I completed a complete search of the vehicle, I asked Williams who the pipe belonged to and she stated she did not know.
After finding the pipe in the car I then began asking Williams more questions about her ability to drive. I advised Williams that I was concerned for her safety and needed to make sure she was able to operate a vehicle. Williams told me that she used crack cocaine on the morning of May 13th 2026 and that the pipe belonged to her.
I asked Dep. Wilson to conduct Standardized Field Sobriety Test (SFST) along with Advanced Roadside Impaired Driving Enforcement (ARIDE) since I believed that Williams was under the influence of a narcotic. A supplemental will be completed by Dep. Wilson describing his findings during the tests.
After Dep. Wilson completed the roadside tests, it was determined that Williams was exhibiting signs of a person under the influence of narcotics. I placed Williams in handcuffs behind her back which were checked for fit and double locked.
Dep. Wilson read the Georgia Implied Consent for drivers over twenty-one and asked for a blood sample. Williams stated she would not provide a blood sample. Williams was placed in the front passenger seat of my patrol vehicle which was searched for contraband before and after transport and was transported to Monroe County Jail. Williams was then turned over to jail staff.
Williams was issued citations for the following: DUI Refusal, Head Light Requirements, Tail Light Requirements, and Improper Stopping on Roadway. A warrant was also taken out for Possession of drug related objects.
