On 10.11.2025 at approximately 2:04 am., Morgan County Dispatch advised of a BOLO on Eatonton Hwy. Morgan County Dispatch advised the caller stated a white SUV with a North Carolina tag was traveling north on Eatonton Hwy. in the area of Seven Islands Rd. Morgan County Dispatch advised the caller stated the vehicle was all over the roadway and had struck multiple construction barrels in the roadway. The caller also advised the vehicle was speeding up and slowing down and had stopped in the roadway multiple times. The caller also stated the vehicle had damage and was missing some parts.

I arrived in the area of Eatonton Rd. near Marathon, 2040 Eatonton Rd. Madison, GA 30650 and observed a white Chevrolet Blazer SUV parked at a gas pump at Marathon. I observed the vehicle to have driver’s side front damage. I entered the parking lot and observed the vehicle had a North Carolina tag. I positioned my vehicle near the side of Marathon in an attempt to follow the vehicle once it left to observe the driver’s driving habits.

I observed a black female standing near the vehicle. The female entered the driver’s side of the vehicle and began to pull off, but then reversed and exited the vehicle to take a picture of the gas pump. I then observed the black female enter the driver’s side again and pull toward the north entrance/exit of Marathon. I did observe the vehicle was partially in the roadway before the driver stopped at the entrance/exit. At this time I observed the vehicle to have a taillight out.

The vehicle then traveled straight across Eatonton Rd. into the south entrance/exit for tractor trailers at TA Travel Center, 2021 Eatonton Rd. Madison, GA 30650. I initiated a traffic stop on the vehicle at this time which was approximately 2:23 am. The driver continued through the parking lot of TA, past the gas pumps nearly striking a red concrete pole before coming to a stop.

Upon my approach of the vehicle, I observed a black female driver, later identified as Ms. Turner. I detected a strong odor of an alcoholic beverage coming from Ms. Turner’s person immediately upon my approach of the vehicle. I observed a juvenile in the rear passenger seat of the vehicle. I stated to Ms. Turner “good morning” at which time she advised me it was afternoon. I advised Ms. Turner that her taillight was out and that we had received a call about her driving on Eatonton Hwy.

Ms. Turner stated she hit a stop sign, but was unfamiliar with where this occurred. Ms. Turner stated she was traveling from Columbia, SC to Atlanta, GA. It was determined the juvenile in the rear passenger seat was Ms. Turner’s 6 year old daughter. Ms. Turner made a phone call to her cousin [REDACTED] at which time she stated “I need you to come to Georgia I’m going to jail”. I then requested Ms. Turner exit the vehicle at which time she stated she would not.

After multiple requests, Ms. Turner eventually exited her vehicle and proceeded to the rear of her vehicle to speak with me further. I observed Ms. Turner to be unsteady on her feet and her eyes to be bloodshot and glassy. I also observed Ms. Turner to have soiled her clothing. Ms. Turner stated she consumed one glass of Sutter Home wine approximately one hour prior to the traffic stop. Ms. Turner stated she left Columbia, SC approximately two hours prior to the traffic stop. I questioned Ms. Turner about her alcoholic beverage consumption while driving at which time she stated she consumed the wine approximately two hours prior to the traffic stop and had left Columbia, SC approximately one hour prior to the traffic stop.

I requested Ms. Turner participate in Standardized Field Sobriety Tests at which time she refused. Ms. Turner also refused to participate in a portable breath test. I advised Ms. Turner she was being placed under arrest for DUI at which time I handcuffed her in the front, double locked and checked for fit. I then read Ms. Turner the Georgia Implied Consent Notice for Subjects over 21 at which time she refused the state administered test of her blood.

Ms. Turner was able to contact her cousin [REDACTED] again to confirm she was going to be able to pick up Ms. Turner’s daughter. Sgt. Stubbs was able to speak with [REDACTED] and determined it would be approximately one hour before [REDACTED] would arrive. I did remove the handcuffs from Ms. Turner in order for her to be able to sit in the vehicle with her child who is only able to communicate via sign language. Due to Ms. Turner refusing the state test, I determined there was not an urgent need to transport her and determined it would be appropriate for her to be able to wait with the child until her family member arrived.

At approximately 3:40 am., [REDACTED] arrived on scene and the juvenile was taken into her custody. Ms. Turner was then asked multiple times to step out of the vehicle at which time she stated she would step out when she was ready. I advised Ms. Turner she needed to step out of the vehicle at which time she complied, but when I attempted to place her into handcuffs, she attempted to snatch her left arm away from me and tensed up.

I was able to gain compliance of Ms. Turner and place her into handcuffs behind her back, double locked and checked for fit. Ms. Turner was escorted to my patrol vehicle by myself and Sgt. Stubbs where she was asked multiple times to take a seat in the rear of my patrol vehicle. Ms. Turner refused multiple times to sit in the rear of my patrol vehicle, but did eventually comply. Ms. Turner was seat belted once she complied.

Upon arrival at the Morgan County Detention Center, I requested Ms. Turner to provide [REDACTED]’s information for the incident report at which time she stated she was “talking to God” and would provide the information later. Ms. Turner did eventually provide [REDACTED]’s information, but refused to provide her own phone number for the incident report. Ms. Turner was released to jail staff without further incident.

Ms. Turner was issued citations for Taillight/Lenses Required, DUI Refusal, DUI Endangerment of Child under 14, and Disorderly Conduct Ordinance.

CDR Towing towed the vehicle from the scene.

It should be noted Morgan County Deputy Burch #839 did check the area of Eatonton Hwy. from the city limits to the county line with negative contact with any vehicle parts or damage to any property. I did request Morgan County Dispatch contact Putnam County Dispatch to see if they had a hit and run in their county at which time they advised they did not. It is undetermined where the damage to Ms. Turner’s vehicle occurred.
