On Saturday, September 27, 2025, at approximately 1900 hours, I was working an extra-duty detail at the Madison Fairgrounds located at 1311 Fairgrounds Road, Madison, Georgia 30650.

At approximately 1910 hours, I was approached by Mr. [WITNESS #1], the event coordinator, who requested that a male, later identified as Joshua Robinson, be escorted from the premises due to his disruptive behavior at the tailgate function.

At approximately 1912 hours, I located Robinson, who was yelling and speaking loudly. Upon contact, he became argumentative, began using profane language, and refused to leave the area, stating, “I’m not going anywhere. I told Robinson to calm down. At this time, several of his family members and friends approached and pleaded that he not be arrested, stating they would calm him down. While speaking with Robinson, I detected a strong odor of alcoholic beverage on his person. Robinson walked away with them.

At approximately 1916 hours, Robinson approached us and extended his hand in an apologetic manner, appearing to be calm down.

At approximately 1925 hours, an unidentified Black female approached me and stated that Robinson had entered the female restroom, cursed at her, and then followed her toward our location. While she was reporting this, I heard Robinson say, “There’s the police,” and pointing toward us. I asked Robinson what had happened, and he responded, “That b*tch lying.”

At that time, I advised Lt. Elder that I would be placing Robinson under arrest. When we attempted to detain Robinson, he physically resisted and stated, “I’m not going to jail.” I tripped Robinson right leg and took him to the ground. Robinson continued to actively resist, refusing to place his hands behind his back. Security personnel assisted in handcuffing Robinsons hands behind his back.

Following the arrest, minor abrasions were observed on Robinson’s face and left elbow. EMS was requested to the scene to provide medical treatment to both Robinson and me. I had a minor scrape to my right elbow during the struggle.

Robinson’s mother arrived shortly thereafter and spoke with Lt. Elder. EMS personnel cleaned Robinson’s scrapes, checked his vital signs, and cleared him for transport.

While attempting to place Robinson into the rear passenger side of the patrol vehicle, he laid across the seat on his stomach and refused to fully enter the vehicle. Lt. Elder entered from the driver’s side and pulled Robinson into the back seat. After the vehicle doors were secured, Robinson laid on his back and began forcefully kicking the rear door with both feet.

Robinson was transported to the Morgan County Jail. Upon arrival, he initially refused to exit the patrol vehicle, telling jail staff he was not going inside. Jail personnel removed him from the vehicle and escorted him into the facility without further incident.

I will complete warrants for Joshua Robinson, Disorderly Conduct, Obstruction, Criminal damage to property, and Public Intoxication.
