On April 12th, 2026, between the hours of 2200 and 2300, while working a special detail at the North Georgia Speedway, I, Deputy D. Neelley, was notified by Deputy Cartledge, who was also working the detail but in a different location, that an altercation may occur when the current race completes.
I positioned my patrol vehicle at the payout booth and walked to the general area of where the drivers would return to. Once the race was completed, I began looking around for any altercations. I soon noticed through, a cloud of dust, what appeared to be a male grabbing an ATV attachment approximately 300ft north of where I was standing. I quickly made my way over to the scene and observed a male, later identified as [VICTIM #1], arguing with a group of other racers.
I stood between Mr. [VICTIM #1] and the other individuals, including a Mr. Aaron Morey. While attempting to keep Mr. [VICTIM #1] from Mr. Morey and the other individuals, I repeatedly put my hand against his chest. On two different occasions, Mr. [VICTIM #1] pushed my hand away, off of his chest. Shortly after, Mr. [VICTIM #1]’s son [REDACTED] arrived to assist, and was able to separate Mr. [VICTIM #1] from the rest of the individuals.
I began speaking with the other party first, providing Mr. [VICTIM #1] time to calm down. I spoke with Mr. Aaron Morey. Mr. Morey stated that his team and Mr. [VICTIM #1] have been having issues stemming from a race that happened the day prior. Mr. Morey stated that the day prior, Mr. [VICTIM #1] threatened Mr. Morey’s race team with a firearm after accusing them of intentionally hitting Mr. [REDACTED]’s vehicle in a race.
Mr. Morey then explained that while on the way back from today’s race, Mr. [VICTIM #1] attempted to strike his driver, Mr. [WITNESS #1]. Mr. Morey did not state whether or not Mr. [VICTIM #1] struck Mr. [WITNESS #1] or not. After leaving Mr. [WITNESS #1], Mr. [VICTIM #1] allegedly walked over to Mr. Morey’s ATV and began pulling on the tire holder attachment, almost flipping the ATV.
A nearby witness, Mr. [WITNESS #2], stated that the ATV was occupied by four people including Mr. Morey.
Mr. Morey stated that he wished to press charges for assault.
I also spoke to Mr. [WITNESS #1] who stated the issues were stemming from activity on the race track, and was not aware of most of it.
I contacted Deputy Cartledge to assist due to rising tensions. He arrived while I was gathering Mr. Morey and his team’s information.
I then went over to speak with Mr. [VICTIM #1]. Mr. [VICTIM #1] stated that he was attempting to stop traffic for a neighboring team to allow them the ability to pull to their car hauler. While attempting to block traffic, Mr. Morey struck Mr. [VICTIM #1] with an ATV, temporarily pinning him between the ATV and the neighboring car.
Mr. [VICTIM #1] stated that he attempted to move with the ATV to prevent injury, causing it to lean. Mr. [VICTIM #1] informed me that him and Mr. Morey’s team have been having issued during the weekend due to Mr. Morey’s drivers driving without care and intentionally hitting others on the track. It was later noticed that Mr. [VICTIM #1] sustained an injury to his right left from the incident, consistent to ATV tire treads.
I then spoke to another witness, who’s identification was not obtained. The witness stated that Mr. [VICTIM #1] was attempting to stop traffic for the neighboring team, but was unable to see the collision due to it being behind him. I asked the witness of he had noticed headlights on Mr. Morey’s ATV, which he at first did not recall, but soon recalled that it did, and they were activated. Deputy Cartledge provided medical supplied to Mr. [VICTIM #1].
I later stepped away with Deputy Cartledge to discuss the provided witness statements and evidence. It was noticed that Mr. Morey’s team each had a different account of events, while Mr. [VICTIM #1]’s team was consistent, leading me to believe that Mr. Morey’s team was not being truthful, at least to an extent of the story.
I felt there was enough evidence and probable cause to arrest Mr. Morey. Deputy Cartledge contacted race staff to advise them of the incident, who later arrived and spoke to both parties. Once race staff were complete, Mr. Morey was placed under arrest, using two sets of double locked handcuffs that were checked for fitment, and placed in the rear of Deputy Cartledge’s patrol vehicle.
Deputy Casey, who was on patrol at the time, arrived to the scene to transport Mr. Morey to the Murray County Jail due to Deputy Cartledge and I still being on the special detail. I later arrived at the jail once the detail was complete to turn over Mr. Morey’s phone, which was taken off his person, to jail staff.
While still on scene, photos were taken of Mr. [VICTIM #1]’s injuries, and both teams were provided with a case card. Mr. Morey’s team was not given further information due to them taking the card and walking away. Mr. [VICTIM #1] also apologized for not complying to my commands, and stated he was very angry due to being ran over.
