On 04/14/2026 I, Officer Ray was dispatched to [20 BLOCK] Fawn Ridge in reference to an animal cruelty complaint. Deputy E. Smith with the Murray County Sheriff’s Office was already on scene in reference to serving a writ of possessions and animal control was already on scene as well. Officer Fleming was near by when the call came out so he went to assist while I was enroute.
When I arrived on scene, Officer Fleming was speaking with Deputy Smith along with [REDACTED] and [REDACTED] from Animal Control. I went to speak with Officer Fleming and he stated that Mark Haensel was on his way back to the apartment as these were his animals.
Officer Fleming then advised that the conditions inside the residence were so horrid that the windows had to be opened while the moving crew was inside. While standing outside in the roadway, I was able to smell the odor of stale urine and feces emitting from inside the residence.
Officer Fleming stated that he had already obtained photographs of the animals, but I went to look at the two dogs for myself. I observed two large breed animals that appeared extremely malnourished. On both animals, the rib cages were showing along with the hip bones, and every vertebrae in their backs. Both dogs looked as if they were intentionally deprived of the bare necessities to live let alone thrive.
Shortly after being on scene, Mark arrived back to the residence. I began speaking with Mark and asking him why the dogs were in such poor conditions. Mark stated that he took care of and fed the dogs and could not understand why they were not gaining weight. Animal Control then pulled a picture of the Great Dane that Mark had actually adopted from them back in January and the dog’s health drastically declined since his short period of ownership.
I then asked Mark if any other adults lived in the house to which he advised that his fiance lived with him. I then asked Mark where his fiance was, to which he stated that she was in the car. I asked Mark to go and get her and to come back with her. When Mark walked back to me, I was introduced to his fiance, Brandy Hill.
It was at this time I placed Mark under arrest and asked Officer Fleming to place Brandy under arrest as well. Brandy advised that her child was in the vehicle and stated that her mother, [REDACTED] was already enroute. Brandy requested that we turn the child over to [REDACTED] when she arrived. Sgt. Webb had recently arrived on scene and I asked him wait for [REDACTED] to arrive on scene.
I then transported Mark to the Murray County Detention Center while Officer Fleming transported Brandy. Upon arrival at the jail, both Mark and Brandy were turned over to jail staff without incident. Officer Fleming submitted the photos he took on scene into evidence and the conditions inside the residence were documented on his body worn camera.
