Call came in from yesterday night 6/18/2025 at approximately 1953 from a [WITNESS #1] advising to 911 that there was a dog that looked to be tortured and the people that live in the back let it run loose. In the call it showed where it was advised that [WITNESS #1] will wait for Animal Control in the morning.
Animal Control went and picked up the dog on this day 6/19/2025 in the morning (unknown time) and Animal Control [REDACTED] asked for Law Enforcement to come out to the Shelter to report Cruelty to Animal complaint.
Myself and Deputy Vannoy S103 arrived at the Animal Control Shelter and saw a Brown Pitbull dog with a black Harness on its back laying in the floor with other Animal Control workers. The Brown dog had a Silver in color Carabiner through the skin of the bottom right eye and had the right eye swollen. Animal Control advised that the dog was Microchipped in the name of [REDACTED] which was updated 2 days ago. Animal Control advised that there was a purple rubber lead with another Carabiner attached to the harness while the other end was through the dog’s face. Animal Control advised that [REDACTED] possibly lived at [4700 BLOCK] Brown Bridge Rd lot [REDACTED] and unknown if anyone was home.
Myself an Deputy Vannoy went out to speak with [WITNESS #1] who called in the incident on 6/18/2025. [WITNESS #1] filled out a Statement Form and signed and dated it at his own will and in his own words. [WITNESS #1] advised that the dog belongs to a female named Renee at Lot [REDACTED].

Myself and Deputy Vannoy went out to [4700 BLOCK] Brown Bridge Rd Lot [REDACTED] to speak with Renee and [WITNESS #2].
Renee, also known as Cecylia Renee Bartlett, exited the residence and she came down to speak with us. I advised that we fount her dog and she asked if she was okay and then when I asked how the object got in the dogs eye, Cecylia advised that the dog was not hers that had the object in its eye and that her other dog was the one that ran off and it had a black harness on and ran away after she heard a loud pop and advised that she was trying to find it. Cecylia advised that [REDACTED] gave her the dog because it took to her and she has had it for 2 weeks now. I also noticed a scab mark on her right front shoulder area while I was talking to Cecylia.
Cecylia was then Detained and placed in the back of my patrol car after checking the cuffs and double locking them to start asking room mate [WITNESS #2] about the incident.
[WITNESS #2] came out the residence, but went back inside to put clothes on as he just got out of the bath.
[WITNESS #2] advised that he was in his room that is on the other end of the single wide trailer from where the dog was kept and that he heard a dog yelping like it was being attacked by another dog. [WITNESS #2] advised that he can not get up good due to medical issues that he has and can barely get around. [WITNESS #2] advised that he got to the door and that Cecylia was outside and he asked Cecylia what happened and that Cecylia told him that someone shot the dog and she heard a pop sound and it has ran up to the neighbors house at the entrance. [WITNESS #2] explained that he did not notice anything in the dogs face when he would pet it before and that there was a black harness that would hang up on the wall for the dog. There was no Black harness on the wall where [WITNESS #2] claimed to always be hanging. [WITNESS #2] advised that he rarely goes outside other then to walk to the mailbox for exercise due to his medical issue with his back and legs.
There was Drug related objects found by Deputy Vannoy in plain eye view on the bed where Cecylia stays at the front of the house that is the entry way to the home.
Drug related objects was collected to be turned into Evidence to be destroyed.
[WITNESS #2] then advised that he knows [REDACTED] gave Cecylia the dog because he was there. [WITNESS #2] advised he hasn’t seen [REDACTED] in possibly a week and a half.
I then went out to speak with Cecylia Bartlett where I read her Miranda and she agreed to speak with me and answer my questions and stated that she thinks when the dog broke off the line the end of the leash hit the dog in the face and that’s how the object ended up in the dogs face.
I asked Cecylia how long she has had the dog and Cecylia advised that she has had the dog for a month and that she has been trying to get [REDACTED] to take the dog back because she hardly can feed herself. Cecylia was visibly upset and crying. I then explained to Cecylia that she told me earlier that [REDACTED] gave her the dog and she had him for 2 weeks and Cecylia was denying ever saying that. I then asked Cecylia when she last used drugs and Cecylia advised this morning. I then asked her what kind and she advised Methanphetamine.
Cecylia then got more upset when I advised her she was under arrest for Animal Cruelty.
I then transported Cecylia to Murray County Jail and she was asking to the best of my knowledge, what is considered and animal and that it was an accident along with other words that I can not recall.
(body camera and the back car camera was recording the whole time)
Cecylia Renee Bartlett was turned over to Jail staff.
Deputy Vannoy advised me that Cecylia asked her what she would classify as an animal and then when she walked into booking to be processed Cecylia Renee Bartlett made a comment of “it was an accident.”
Drug related Object was entered into evidence to be destroyed and [WITNESS #1]’s statement was turned in for evidence as well along with the leash that was on the dog.
I then went back to Animal Control and they advised that they don’t see how this situation could of been an accident. I then was told that the Carabiner has been in the dogs face for over 24 Hours and there was an infection. I was also advised that there was no fresh blood from the would and it was dried with infection.
Animal Control [REDACTED] who picked up the dog from [WITNESS #1], stated that [WITNESS #1] told her that the leash was hooked to the dogs harness and the other end in the dogs face an that he has not messed with it.
After examining the leash it was determined that the dog more likely chewed the leash in two due to having marks from teeth and not being a clean cut.
Photo’s of the dog was uploaded into attached Documents. one photo of the leash would not upload due to technical issues.
I will be charging Cecylia Renee Bartlett with Cruelty to Animals for knowing the condition of the dog and not giving it any Vet care.
