On 11/10/2025 at about 1422 hours I, Ofc Brackett, responded to [200 BLOCK] Lake View Dr in reference to two subjects yelling at each other. Dispatch advised they could hear a male yelling at a female, “to go.”

Upon arrival, along with Ofc Jackson, I made contact with China Henson and David Isenhower. The two were arguing with each other and yelling while in the parking lot of the apartment complex. Isenhower was saying that Henson needed to leave, while Henson stated she was in the process of gathering her belongings to move out. They explained that they were roommates in Apt [REDACTED], and nothing more.

Chatsworth Officers had responded to this address multiple times in the last few days in reference to these same two individuals arguing with each other. Twice on 11/08/2025 (2025-00016110 and 2025-16116) and on 11/07/2025 (2025-00016057)

I asked Henson what her plan was. She stated she was trying to get her belongings together so she could leave and had a plan to stay somewhere else for the night. I advised them both that other Officers had already explained to them what they needed to do for eviction or moving out. I told them both that if we responded there again due to them yelling at each other in the parking lot, they would both be arrested for disorderly conduct.

Myself and Ofc. Jackson then returned to our patrol vehicles to leave the scene. Before we could leave. I observed Henson coming back out of the apartment to get an item she had dropped. During this she was yelling something at Isenhower, who was in the doorway of the apartment, and I heard her yell the word, “fu*king” twice.

I then exited my patrol vehicle and placed Henson under arrest for disorderly conduct. Ofc. Jackson told me that Isenhower had also been yelling at Henson from the doorway. I advised Ofc. Jackson to go arrest Isenhower as well. Both suspects were taken into custody without further issue.

I transported Henson to the jail while Ofc. Jackson transported Isenhower. Both were issued citations for the listed charge and turned over to jail staff.

There were two cats and one dog in the apartment that belonged to Henson. Isenhower stated he did not want the animals in the apartment. Animal Control was contacted to come get the animals. One cat and one dog were taken in by Animal Control. The second cat hid in a hole in the wall and was unable to be captured.
