Officer’s Narrative:

On October 5th, 2025 at approximately 2210 hours, I, Deputy D. Neelley, was dispatched to [80 BLOCK] Northfield Drive in reference to damage to property.
The caller, [VICTIM #1], stated that a gray Toyota Rav-4 had struck their mailbox, which was later estimated as $125.00 of damage, and continued driving. Ms. [VICTIM #1] observed the vehicle stopped up the road and obtained the vehicle’s license plate, providing it to dispatch as [REDACTED]. I ran the license plate through Georgia while en route to the location, and located an address for the vehicle in the direction the vehicle had gone, [50 BLOCK] Ginger Lane.
I arrived at the Ginger Lane address, observing damage to the front end of reported vehicle, and soon made contact with the subject’s mother and son. I inquired who was driving the Toyota in the driveway, and was informed it was Ms. Iliana Raymundo, the registered owner of the vehicle. Ms. Raymundo’s son went and retrieved Ms. Raymundo so I could speak to her.
As she approached the front door, I observed her stumble over a dog gate placed in the hallway beside the door. Once she arrived to the door, I detected an odor of alcohol and inquired if she was the driver of the Toyota, which she denied. I asked why her family would say she was if she wasn’t, resulting in Ms. Raymundo stating she was driving. I then asked for her identification. Ms. Raymundo provided me her name and date of birth. While I was writing down her information, Ms. Raymundo stopped spelling her name and soon informed me that she had just urinated on herself. Ms. Raymundo then continued to spell her name to me.
Once I obtained Ms. Raymundo’s information, I asked her if she was aware that she had got into an accident, and was informed that she knew, and was just having a bad day.
Soon after, Deputy Burch arrived on scene and Ms. Raymundo was asked to step over to our vehicles, which she agreed. Deputy Burch then began conducting a DUI investigation while I ran all of Ms. Raymundo’s information.
Once I finished running Ms. Raymundo’s information, I went and obtained shoes for Ms. Raymundo per Deputy Burch’s request. Upon my return, I allowed Ms. Raymundo to sit down in the back seat of my vehicle to put her shoes on. While putting her shoes on, Ms. Raymundo asked if could just go home, which she was advised that we needed to address the situation first.
Once her shoes were on, Ms. Raymundo was asked to step out of the vehicle. Ms. Raymundo stepped out, and began expressing concern for how her family felt about her at the time. Deputy Burch asked Ms. Raymundo if she would conduct the field sobriety tests, in which she shook her head no. Deputy Burch asked again, and received an audible no from Ms. Raymundo. Deputy Burch asked one more time to confirm the answer, and was given another no. Ms. Raymundo was then asked to turn around and place her hands behind her back, which she complied and was handcuffed. Ms. Raymundo was informed that she was being placed under arrest for driving under the influence.
After ensuring that the handcuffs were not too tight and double locked, Ms. Raymundo was placed in the rear of my patrol vehicle once again. Deputy Burch left to inform the family of what was happening while I read Ms. Raymundo an implied consent notice for her blood. After asking if she would submit to the state administered testing, Ms. Raymundo slipped both of her hands out of the handcuffs. Ms. Raymundo began refusing commands to place her hands back behind her back, and began actively resisting, at one point grabbing my right hand, squeezing it, and scratching it, while being placed back into handcuffs. Her hands were successfully pulled behind her back and placed back into handcuffs. Fitment was checked once again and double locked.
I went to the other side of my patrol vehicle to obtain the first set of cuffs that she was sitting on. After obtaining my other set of handcuffs, I closed the door and went to inform Deputy Burch that I would be leaving to take her to the detention center. Prior to leaving, Deputy Burch requested that I open the vehicle as he observed open containers in the driver’s floor board of the vehicle. The vehicle was opened, photos were taken of the containers, and the containers were removed from the vehicle. I secured the containers, which were identified as Fireball brand alcohol, which was labeled to be 50ml of 42 proof alcohol, in the trunk of my patrol vehicle.
I then began transporting Ms. Raymundo to the Murray County Detention Center. While transporting Ms. Raymundo, she informed me that she urinated on herself once again, and attempted to slip her hands out of the handcuffs again. Once we began getting near the detention center, Ms. Raymundo began yelling that she “did not want to be here” and kicked the rear window bars of the vehicle.
Once arrived to the jail, as I approached the side of the vehicle where jailers were removing her from the vehicle, she began kicking at Deputy Jailer Robledo, striking his chest-mounted body camera and left shoulder. Ms. Raymundo was assisted in exiting the vehicle and taken into the detention center while actively resisting.
As jail Corporal A. Burch began searching Ms. Raymundo, she began trying to prevent Corporal Burch’s search. Ms. Raymundo was assisted to the counter where Deputy Jailer Robledo and I held her head down to the counter until jail Corporal Burch completed her search. Once completed, she was allowed to stand up straight again.
Ms. Raymundo refused to answer any questions for the intake. Ms. Raymundo was escorted to a holding tank where she was taken out of handcuffs and turned over to jail staff.
Deputy Jailer Robledo did not sustain any visible injuries from being kicked, and stated that he did not know she made contact with the kicks.
I did not sustain any visible injuries from being grabbed and scratched.
An administrative license suspension form was filled out and later signed by Ms. Raymundo due to her implied consent refusal.
