On the day 12/12/2025 at approximately 1636 call came in, in reference to a husband whooped a 10 year old boy and left marks.

Once on scene I met with [WITNESS #1] who is the mother to Juvenile [REDACTED BY AGENCY] age 10 and all the other Juveniles.

[WITNESS #1] advised that the kids was getting ready for school this morning and that Rodney Martin, her husband, came into Juvenile [REDACTED BY AGENCY] room yelling at him and Juvenile didn’t do anything. [WITNESS #1] advised that Rodney was accusing Juvenile of messing with the younger kid’s shoes that was supposedly on the bed but they wasn’t and that Rodney got a belt and hit Juvenile with it.

[WITNESS #1] also advised that Rodney is currently on probation for previous drug issues.

[WITNESS #1] took a picture of the mark with a time stamp of 0703 AM and [WITNESS #1] showed me the same area to which there was still red marks on the Juvenile after about 8 hours since the incident happened.

[WITNESS #1] advised that it has been the past month that Rodney has been mean and yelling, cussing and calling the kids names and even to her as well.

I spoke with Juvenile [REDACTED BY AGENCY] who advised that he was looking for the shoes and that he did not do anything and that Rodney came in yelling and he told Rodney that he has not touched the shoes and that was when Rodney whooped him with the belt.

I then spoke to Juvenile [REDACTED BY AGENCY] who advised me that her brother Juvenile [REDACTED] didn’t do anything that he was in his room looking for the shoes for their younger brother Juvenile [REDACTED BY AGENCY] like everyone else was and that she was in the door way of the room because she was getting her jacket for school and that Rodney came up and whooped Juvenile [REDACTED BY AGENCY] really hard 1 time and that Rodney then grabbed her right arm and pulled her out the room to go to the living room and advised she has a bruise from it. Juvenile did have a bruise to her right wrist area that was a faint blue color and Juvenile [REDACTED BY AGENCY] also advised that Rodney called her names too.

Juvenile [REDACTED BY AGENCY] advised that Rodney has called her a “big back” the “B” word before and has mentioned that they was going to turn out like their mom in a bad way.

Juvenile [REDACTED BY AGENCY] started to get upset while explaining to where her eyes started to become watery and her voice starting to shake.

[WITNESS #1] advised that Rodney has called Juvenile [REDACTED BY AGENCY] a fag*ot, gay, a basta*d and even told him that no one wants him except for his mom. [WITNESS #1] advised that he’d call all the kids names. [WITNESS #1] advised that he has whooped the kids before but this is the first time he left marks and that he is verbally abusive 90% of the time.

[WITNESS #1] advised that she did not know if Rodney was home or not due to he said that he was leaving and [WITNESS #1] told him to leave then. [WITNESS #1] advised that Rodney does not work and does not have a car to drive.

I knocked on the back door due to [WITNESS #1] advising that Rodney broke the front door. [WITNESS #1] tried to open their back door and advised that it was lock. I knocked on the door to which dogs started barking. No answer at the door. Walked to the back window and knocked where Rodney jerked the curtain open and advised that he was coming to the door.

I asked Rodney what had happened and Rodney stated that he heard Juvenile [REDACTED BY AGENCY] telling his mom, [WITNESS #1], to shut up and that was when he walked in the room and asked Juvenile who he was telling to shut up and that the Juvenile scrunched up his body and put his head down. (Rodney bodily demonstrated what Juvenile did while explaining it).

Rodney then advised that he went to whoop him and advised that Juvenile dropped and the belt hit Juvenile in the back and advised that he did not know he did that until Juvenile told him and Rodney advised that he apologized to him and he advised he did not mean to. Rodney then advised that he did not grab Juvenile [REDACTED BY AGENCY] that he placed his hand behind her and was telling her to come on to get out the room. Rodney advised that the bruise had to been from the kids rough playing.

Rodney then was placed under arrest for Cruelty to Children and Rodney wanted to show me the belt.

In cuffs Rodney and I walked in the house to get the belt he used to which he did not know where it was at first then found it in the kitchen close to the kids side of the house.

Belt was black in color with leather like material on one side and webbing like cloth material on the other with metal rings for design going down the middle of the belt.

Rodney advised that he folded the belt in half and held the ends together in order to whoop Juvenile.

Rodney Martin was then escorted out the house and placed in the back of my patrol car with no issues.

I spoke with [WITNESS #1] who advised me that the belt I had was the belt that was used and showed me in the picture she took the ring indention from the belt on Juvenile [REDACTED BY AGENCY]. [WITNESS #1] then showed me how Rodney held the belt as well which matched Rodney’s demonstration of how he did it.

I advised [WITNESS #1] what was explained to me and [WITNESS #1] advised no and that Rodney did not apologize and he does not apologize for anything. Then asked Juvenile [REDACTED BY AGENCY] if Rodney ever apologizes and he shook his head no and walked off to play.

Juvenile [REDACTED BY AGENCY] then came up and advised that Rodney hit Juvenile [REDACTED BY AGENCY] one time.

I advised [WITNESS #1] that I was taking the belt for evidence.

[WITNESS #1]’s mother [REDACTED] asked if she could put 2 cents in and she advised that her daughter [WITNESS #1] will call her all the time crying due to Rodney yelling at her and cussing her. GA Child was also advised
