On April 30, 2022, I, Deputy Kiker was dispatched to [3700 BLOCK] Buena Vista Road about multiple people smoking suspected Marijuana and having firearms. A concerned citizen called dispatch and advised that multiple black males were in the parking lot smoking possible Marijuana, and some had firearms. The caller said they were inside a green in color Mercury Mountaineer with a GA tag of [REDACTED] and a blue in color Ford Crown Victoria with a GA tag of [REDACTED]. At or around 1029 hours, myself and Sergeant Powell located both vehicles parked beside each other with 3 occupants in the Mountaineer and one subject standing between both vehicles. All occupants were detained without incident. A strong odor of Marijuana was coming from the Mountaineer.
D’ANDRE IVEY was removed from the driver’s seat, JAMIR FRAZIER was removed from the front passenger seat and MICHAEL FLEMMING was removed from the back passenger seat. A search of FLEMMING’s person revealed 1 Glock .40 caliber magazine containing 13 live .40 caliber rounds. A search of the Mountaineer was conducted due to multiple bags of suspected Marijuana observed in the center console in plain view. The search revealed 3 clear plastic bags of green leafy substance, 1 Optima .50 caliber muzzle loader under the rear passenger seat. A loaded Glock model 23, .40 caliber handgun containing 31 live rounds of ammunition with an Iprotec red laser mounted to it was in the rear passenger floorboard area. A loaded Zigana model PX-9, 9mm pistol containing 19 live 9mm rounds located under the front center console. FRAZIER said the Zigana pistol was his. The magazine located in FLEMMING’s pocket was the same caliber as the Glock located inside the vehicle. Both Glock magazines contained .40 caliber S&W live rounds with the same brass color for the casing and projectile. Both FRAIZER and FLEMMING were 17 years old. IVEY said somebody placed the rifle in his vehicle and he did not know who the owner was.
DEVANTA HILL was the subject located between the two vehicles. A search of HILL’s person revealed 3 white in color pills with “512” on them and one silver key. Inside the Crown Victoria, I, observed 1 glass jar containing a green leafy substance on the passenger seat in plain view. The key in HILL’s pocket unlocked that vehicle. A search of the vehicle was conducted and revealed a digital scale in the front passenger side floorboard. The pills were identified as Acetaminophen and Oxycodone Hydrochloride 325 mg. HILL was able to provide a prescription that was for his wife. HILL was given verbal warnings for the green leafy substance and the pills. The pills were taken to be destroyed due to HILL’s wife not being on scene.
IVEY was given verbal warnings for the green leafy substance located in his vehicle. FLEMMING and FRAZIER were placed in custody. FLEMMING and FRAZIER were transported to the Muscogee County Jail without incident and charged with Possession of a handgun under the age of 18. A Municipal court date was set for 5-2-22 at 0900 hours. All firearms were checked through GCIC and returned with no record. All items were properly inventoried and placed in evidence locker # P12. All the suspected Marijuana, pills, and scale are to be destroyed. All the firearms and magazines will be stored for safekeeping. The total weight of the suspected marijuana is 23.2 grams with an estimated street value of $232.00. The estimated street value of the pills is $150.00.
The following items were located in the Mercury Mountaineer.
x1 clear plastic bag containing 2.8 grams of green leafy substance.
x1 clear plastic bag containing 3.8 grams of green leafy substance.
x1 clear plastic bag containing 6.3 grams of green leafy substance.
x1 Zigana model PX-9, 9mm pistol serial #T062021BM17196 containing 19 live 9mm rounds.
x1 Glock model 23, .40 caliber pistol serial # NYT741 containing 31 live .40 caliber rounds with an Iprotec red laser affixed to it.
x1 Optima Muzzle loader serial #61-13-13-02-15-04 with an Optima 3-9×32 scope affixed.
The following items were located in the Ford Crown Victoria.
x1 glass jar containing 10.3 grams of a green leafy substance.
x1 digital scale.
x3 Acetaminophen and Oxycodone Hydrochloride 325 mg were located on Hill’s person.
xl Glock magazine containing 13 live .40 caliber rounds were located on FLEMMING’S’ person.
