In the month of February 2022, I, Investigator Ken Culverson, S91, of the Muscogee County Sheriff’s Office Drug, Gang, and Fugitive Task Force, met with a Confidential Informant (CI) whom stated that they could purchase a quantity of Crack Cocaine from a person they know as “Yay”, A.K.A. Lacoya Marshall. The Confidential-Informant was then shown a non-descriptive photograph of Lacoya Marshall, at which time, the Confidential Informant immediately and without hesitation identified “Yay” as Lacoya Marshall in the photograph. The Confidential Informant stated they purchased the Crack Cocaine from Lacoya Marshall at [800 BLOCK] Coolidge Avenue Columbus, Muscogee County, Georgia. The Confidential Informant then physically pointed out the residence of [800 BLOCK] Coolidge Avenue Columbus, Georgia to lavestigators of the Muscogee County Sheriff’s Office Drug, Gang, and Fugitive Task Force.
Again, In the month of February 2022, I met with a Confidential Informant in reference to conducting a controlled purchase of Crack Cocaine from Lacoya Marshall inside the residence of [800 BLOCK] Coolidge Avenue Columbus, Georgia. Prior to the controlled purchase the Confidential Informant was searched and found to be free of any illegal weapons or contraband. The Confidential Informant was then outfitted with an electronic monitoring device and provided previously recorded Muscogee County Sheriff’s Office Drug, Gang, and Fugitive Task Force Funds. The Confidential Informant was then driven to the residence of [800 BLOCK] Coolidge Avenue Columbus, Georgia by an undercover law enforcement officer in an unmarked law enforcement vehicle.
As the Confidential Informant arrived at the residence they proceeded to the front door of the residence and knocked on the door. Lacoya Marshall then allowed the Confidential Informant to enter the residence. While inside the residence, the Confidential Informant exchanged the previously recorded Muscogee County Sheriff’s Office Drug, Gang, and Fugitive Task Force Funds with Lacoya Marshall for a quantity of Crack Cocaine. The Confidential Informant then left the residence and returned to the unmarked law enforcement vehicle, at which time, they were transported back to a pre-determined location.
Upon returning to the pre-determined location the Confidential Informant turned over the Crack Cocaine purchased to Investigator Ken Culverson. The Crack Cocaine was logged into Property and Evidence at the Muscogee County Sheriff’s Office by Investigator Ken Culverson. The entire controlled purchase was monitored, directed, and controlled by the Muscogee County Sheriff’s Office Drug, Gang, and Fugitive Task Force.
Lastly, In the month of March 2022, I again met with a Confidential Informant in reference to conducting a controlled purchase of Crack Cocaine from Lacoya Marshall inside the residence of [800 BLOCK] Coolidge Avenue Columbus, Georgia. The Confidential Informant then drove themselves to the residence of [800 BLOCK] Coolidge Avenue Columbus, Georgia.

On Tuesday, April 26, 2022 a Confidential and Reliable Informant contacted Investigator Ken Culverson stating that Lacoya “Yay” Marshall was currently at the “trap house” on Coolidge Avenue ([800 BLOCK] Coolidge Avenue Columbus, Georgia). Based on the Confidential and Reliable Informants information a search warrant for the residence of [800 BLOCK] Coolidge Avenue Columbus, Georgia to search for the body of Lacoya “Yay” Marshall was drafted by Investigator Ken Culverson. Upon arriving at the residence, members of the Muscogee County Sheriffs Office Drug, Gang, and Fugitive Task Force exited unmarked law enforcement vehicles and approached the front door of the residence. While approaching the front door of the residence Investigators encountered Travis Tatum outside the residence. Upon the sight of police Travis Tatum began fleeing on foot. A brief time later Travis Tatum was taken into custody by Law Enforcement. Victoria Kendrick was then located on the front porch of the residence and was also briefly detained. While briefly detaining Walker, Harrow, Pass, Tolbert, and Garner Investigators located several illegal items in plain view in the living room of the residence (large quantity of Crack Cocaine, Marijuana, Firearms, etc.). Upon the residence being deemed “safe” and Lacoya Marshall not being located, Investigators exited the residence and secured the residence until a search warrant for the illegal items could be completed and signed.
