On 08/01/2025 I was dispatched to a call in regards to child molestation and arrived on scene off I-20 near the 80 entrance ramp in Rockdale County. Upon my arrival I spoke with Rockdale County deputies that informed me that they conducted a traffic stop on Ms. [WITNESS #1] for speeding. Deputies also informed me that Ms. [WITNESS #1] stated the reason for her speeding was because she was trying to get home to meet Newton County deputies so that she can report her boyfriend for molesting her daughter.

I then made contact with Ms. [WITNESS #1] and asked her for the details on the current incident. She stated that she recieved a call from her mom and DFCS in regards to her daughter being molested by Mr. Rowe. She stated that she called her daughter to confirm if the accusations were true and her daughter gave her a timeline of events between her and Mr. Rowe. She stated that her daughter informed someone about the situation on an online video game and the person she informed reported the information to the authorities. I then asked her when did the molesting begin and when was the last encounter, she responded “He was talking to her inappropriately since she she was 11 years old and began touching her in November of 2024. The last time he touched her was in late May of 2025”. I then made contact with Mr.Rowe to get his side of the situation. He stated that everything Ms. [WITNESS #1] said was true and that he did it. I then asked him to be specific on his response as to what he did specifically but he did not provide further information.

I then detained Mr. Rowe with handcuffs, searched him and placed him in the back of the patrol car. CID was contacted on the scene and Mr. Rowe was transported to Newton County Sheriffs Office to be questioned by an investigator. Ms. [WITNESS #1] followed me back to Newton County Seriffs Office to be questioned by an investigator.
