THEFT BY RECEIVING STOLEN PROPERTY – FELONY

On March 24th, 2026, I responded to [40 BLOCK] Heard Ln (Newton County) regarding a discharge gun. Dispatch advised that the complainant said it was a possible drive-by shooting. The complainant informed dispatch that he had discovered a bullet hole inside of the residence. The complainant also advised that he heard a vehicle go by, and he observed it to be a small SUV.

Upon my arrival, I made contact with both Mr. [VICTIM #1] and Ms. [VICTIM #2], who both reside at this residence. I spoke with Mr. [VICTIM #1], and he advised that both he and Ms. [VICTIM #2] were in the bedroom asleep. He stated that they were awakened by gunfire that sounded close to the residence.

Mr. [VICTIM #1] advised that he had gone outside to see what was going on when he observed a smaller SUV traveling on Mandy Ln. exiting towards the front of the subdivision.

Mr. [VICTIM #1] and Ms. [VICTIM #2] stated that they are on their second day in this residence and do not know who might have committed this act.

While looking around I observed damage to the inside of the sheetrock of the residence near the front door. Gunfire also caused damage on the left side of the residence.

Several spent shell casings were located in the roadway on Mandy Ln, just on the side of the house of [40 BLOCK] Heard Ln.

A few moments later, as I was still on the scene, the City of Covington Police Department received a report of a drive-by shooting in the area of Settlers Grove Road, which is down the street from Heard Lane. They were able to get video of their shooting, and a small KIA Soul was observed doing it.

The tag of the KIA was [REDACTED], which is registered to an address in DeKalb County. Based off a search using Flock, this vehicle was in the area prior to Mr. [VICTIM #1] calling 911.

I spoke with Ofc. Booth with the city of Covington Police Department. He advised me that they located rifle rounds along with handgun rounds. The handgun rounds they located were Luger brand which were the same casings that were located at Heard Ln.

On call crime scene, Sgt. Kitchens, along with on call CID, Inv. Moss, both arrived on scene.

Deputies canvassed the area and located cameras on residences, which were documented via dispatch.

Mr. [VICTIM #1] was given a case card in reference to this report.
