On July 18, 2023 I was in the area of Brown Bridge Road when I heard over the radio that a flock camera on Brown Bridge Road near Tara Drive had detected a black Lincoln Navigator traveling west bound, displaying a Georgia tag [REDACTED] which had been stolen out of Covington on July 17, 2023.

As I approached the intersection of Brown Bridge Road and Crowell Road, I observed the vehicle turning left onto Crowell Road traveling towards Porterdale. As I got close to the vehicle the driver made a right turn into the driveway of [300 BLOCK] Crowell Road. I activated my patrol vehicles, lights and siren and the vehicle began to flee driving through the front yard of [300 BLOCK] Crowell Road. The driver ran over a shrub planted along the property line of [300 BLOCK] and [300 BLOCK] Crowell Road, then continued onto [300 BLOCK] Crowell Road’s driveway before reentering Crowell Road again traveling towards Porterdale.

While traveling on Crowell Road the vehicle crossed the center line 2 times between [300 BLOCK] and Crowell Roads intersection with Highway 81S. The driver turned right onto Highway 81S traveling at speeds between 45 and 60 MPH. After going straight at the round about the driver picked up speed to around 75 MPH at the time, we were passing Tanyard Road.

As we approached Cowan Road’s intersection with Highway 81S the driver passed another motorist in a no passing zone. As we continued on Highway 81S the vehicle crossed both the fog line and center lines of the road on several occasions. As we approached the intersection of Highway 81S and Highway 212, the driver passed another motorist on the right while running the stop sign. We continued straight on 81 entering Henry County, where a Henry County Police Officer joined me in pursuit. Moments later Cpl. Wesley Dickerson caught up to us and assisted as well.

When we approached the intersection of Highway 81S and Jackson Lake Road, inside Henry County, the driver turned left onto Jackson Lake Road by going the wrong way through the intersection, which is a roundabout. While on Jackson Lake Road the driver be waiving his left arm out the driver’s window while driving all over the roadway crossing both the center lines and the fog line several times.

I then yielded to allow Cpl. Dickerson to pass due to his car being better equipped to perform a PIT maneuver which we are both trained in the use of. As Cpl. Dickerson took lead of the pursuit the driver turned left onto McCart Road. Cpl. Dickerson began to perform a PIT maneuver on the vehicle as soon as it completed its turn, but as soon as his vehicle touched the Navigator the driver brought the vehicle to a stop.

We ordered the driver out of the vehicle at gun point and he complied and laid down face down in the prone position. Myself and Cpl. Dickerson approached him and I took hold of his right hand and arm while Cpl. Dickerson attempted to take control of his left so we could place him in handcuffs. As we were pulling his arms behind his back, he pulled away from both of us and attempted to push up off the ground rotating to his left in the process. I preformed two knee strikes to the drivers left lower torso area to gain compliance. At the same time a Henry County Officer and Cpl. Mason ran up and were able to assist with hand cuffing the driver.

A few moments later Georgia State Patrol Trooper, TFC Rice (badge #146) arrived with a Trooper in training. Trooper rice and his trainee handled the Collison report where Cpl. Dickerson attempted to perform the PIT maneuver (case #C000885389.) Trooper Rice and the other Trooper also conducted a DUI investigation on the driver and determined him to be under the influence of multiple substances. Trooper Rice advised me he would take all the pertinent warrants for the entire case.

Cpl. Dickerson transported the driver the Jail where he was refused by medical staff because he stated his head hurt. Ultimately due to the inability to have units sit with him at the hospital while he was medically cleared, he was released to seek medical attention.

On July 19,2023 I went to [9100 BLOCK] Lakeview Drive and meet with the owner of the stolen tag and returned it to her.
