On September 1, 2026, at approximately 1630 hours, I responded to an agency-assist request on Interstate 20 westbound near mile marker 87.

Upon arrival, I spoke with Lt. Allsop of the Rockdale County Sheriff’s Office. He stated that, while turning around at Exit 88 to return to Rockdale County, he observed a vehicle that appeared disabled on the side of the roadway. He stopped to check on the driver and detected a strong odor of an alcoholic beverage coming from her. He then contacted the Newton County Sheriff’s Office for assistance.

I spoke with the driver and observed damage to the vehicle’s right front fender and fluid leaking from beneath the front of the vehicle, indicating it may have been involved in a minor collision. Because the driver was handcuffed, I read her Miranda warning, and she agreed to speak with me. She could not explain what she had struck or driven over.

The driver was identified as Tanaya Parker. While speaking with Parker, I detected a strong odor of an alcoholic beverage and observed that she had bloodshot, watery eyes and slurred speech. When asked whether she had been drinking, Parker admitted to consuming two shots of Jim Beam Apple. She agreed to perform standardized field sobriety tests. I directed her to the front of my patrol vehicle and removed the handcuffs. Before testing began, Parker stated that she had no medical conditions that would prevent her from performing the tests.

Horizontal Gaze Nystagmus Test

Before the test, Tanaya Parker stated that she had no medical conditions that would prevent her from performing it and confirmed that she was not wearing contact lenses. Her pupils were equal in size, and her eyes tracked equally. I instructed Parker to keep her head still and follow the stimulus with her eyes only.

After confirming that she understood the instructions, she completed the test. No resting nystagmus was observed. Parker exhibited all six possible clues: lack of smooth pursuit in both eyes; distinct and sustained nystagmus at maximum deviation in both eyes; and onset of nystagmus before 45 degrees in both eyes. Vertical nystagmus was also present.

Walk-and-Turn Test

Before the test, Tanaya Parker stated that she had no medical conditions that would prevent her from performing it. I instructed her to place her left foot on the line and position her right foot directly in front of it, heel to toe. She was told to remain in that position with her arms at her sides until I completed and demonstrated the instructions, and not to begin until directed. Parker was instructed to take nine heel-to-toe steps along the line, keep her lead foot planted, turn using several small steps with the other foot, and take nine heel-to-toe steps back. She was also told to watch her feet, keep her arms at her sides, and count each step aloud.

After the demonstration, Parker confirmed that she understood and began the test. She exhibited seven of the eight possible clues: she could not maintain balance during the instructions; stopped once while walking; missed heel-to-toe contact on the first pass on the return pass; stepped off the line on the first pass as well as the return pass; used her arms for balance; made an improper turn; and took eight steps instead of nine on the first pass.

One-Leg Stand Test

Before the test, Tanaya Parker stated that she had no medical condition that would prevent her from performing it. I instructed her to stand with her feet together and her arms at her sides and not to begin until directed. She was told to raise either leg approximately six inches off the ground, keep the raised leg straight, and count aloud beginning with one thousand one until instructed to stop after 30 seconds.

I demonstrated the test, and Parker confirmed that she understood the instructions. She then began the test by raising her right leg. Parker exhibited two of the four possible clues: she used her arms for balance and put her foot down.

Preliminary Breath Test

After completing the field sobriety tests, Tanaya Parker was asked to provide a breath sample using a preliminary breath test (PBT) device. She consented, and the test produced a positive result of 0.168 BrAC.

Arrest and Implied Consent

Tanaya Parker was arrested for DUI and handcuffed behind her back. I checked the handcuffs for proper fit and double-locked them. I then read Georgia’s implied consent notice for suspects age 21 or older and requested a blood sample. Parker consented.

Transport

I placed Tanaya Parker in the rear of my patrol vehicle and transported her to Piedmont Newton for medical evaluation because it was unknown what her vehicle had struck. Parker’s vehicle remained at the scene for her husband to retrieve. Once at the jail she was tunred over to on duty jail staff.
