On 24 December 2025 at approximately 1945 hours I, Deputy Morris, was dispatched to Ross in reference to a disorderly male. The initial caller stated that the male had left the store but was still in the parking lot. While en route Oconee County Dispatch began receiving additional calls in reference to the male. Callers reported that the male was now engaged in a physical altercation with a female in the parking lot.
Upon arrival, I located the vehicle which contained the male. He was seated in the front passenger seat, the female, who was in the driver’s seat, had red watery eyes with tears on her face. The rear juvenile passenger on the driver’s side also had visible tears on her face. I asked the female driver to step out and tell me what was going on, she stated that she did not was to get out of the vehicle. It appeared that she did not want to leave the three children in the back seat with the male, so I instructed the male to step out to speak with me.
Upon contacting the male at the rear of the vehicle I was immediately met with the strong odor of an alcoholic beverage emanating from his breath and person. I asked the male what had happened and he did not provide a clear answer. He only stated that they had worked things out. I asked the male for his name and date of birth, and he identified himself as Armond Armour. I again tried to get Armour to explain what had happened, and he would not provide me with an explanation. Deputy Verando joined me on scene and I instructed Armour to wait with him.
Upon my arrival a witness had attempted to get my attention and I had to ask her to wait while I separated the male and female. I identified and spoke with that witness who stated that she had observed the male strike the female in the face with an open hand and grab the female.
I spoke with the female victim. She advised that, due to her schedule, today was her only opportunity to shop for Christmas gifts for her children, who Armour is the father of. She stated that Armour has struggled since the death of his mother and had been using alcohol to cope. She stated that she was not aware of how much he had to drink today. I asked her if Armour struck her in the face. She stated that he had “rushed” her. I asked if Armour had grabbed her by the neck, and she stated that he had. I asked if he compressed her throat making it difficult to breath. She stated that he had squeezed, but she was still able to breath. I asked her if this action made her fear for her safety and she stated that it did. There were no visible marks on her face or neck at the time of reporting.
I went back to Armour and asked him to step over to my vehicle to speak with me. Once out of the line of sight of the children I advised Armour he was being placed under arrest for Aggravated Assault, Simple Battery, and Cruelty to Children. I placed him in double locked handcuffs behind his back, which were checked for tightness and fit. A search incident to his arrest yielded no contraband, and he was secured in my vehicle.
Deputy Verando remained on scene and provided the female victim with Victim Notification paperwork.
Armour was transported to the Oconee County Jail, where he was turned over to jail staff.
Warrants for Armour for the offenses of Aggravated Assault by Strangulation (Family Violence), Simple Battery Family Violence, and three counts of Cruelty to Children in the Third Degree were submitted via the e-filing system.
