On 11-15-2025 I was dispatched to the lobby of the Oconee County Jail in reference to found property.

Upon arrival, I made contact with complainant who stated that he found a cell phone on hunting property that he leases. The complainant stated that on this date while hunting he observed a subject later identified as Blake Harris walking his dog on the private land he uses for hunting. The complainant stated that he confronted Harris about trespassing and the subject left the property.

The complainant stated that he followed Harris off the property to ensure he left. When Harris approached the road where the subject left he observed Harris striking his dog several times with his hands in a fit of rage. The complainant asked Harris why he was doing that, and Harris replied that the dog made him lose his phone. The complainant advised that Harris then yanked the dog aggressively by the collar and walked away. The complainant advised that the dog appeared afraid of Harris. The complainant described the dog as a brown in color mix breed medium-sized dog.

Using the phone found by the complainant I was able to locate an address of Harris at [1600 BLOCK] Colliers Creek Road and responded to that location. Upon arrival, I made contact with Harris and his father. I explained the situation to both in reference to Harris being on private property. The Harris initially stated that he was chased on the property by unknown suspects and that they took his phone. When I advised that the complainant described his appearance and clothing and that it was a match to him, Harris admitted to being on the property.

I then stated to Harris that the complainant advised that he observed him strike his dog. Harris admitted that he did hit the dog out of anger for losing his cell phone. Harris’ father retrieved the dog from the residence, so I could check the condition. The dog fit the description provided by the complainant and appeared very timid, but I could not locate any visible injuries. The phone was returned to Harris, and he was asked not to trespass on the property going forward.

On 11-16-2025 a warrant was issued by Judge Barth and Deputies Harrison, Lewis and I responded to [1600 BLOCK] Colliers Creek Road at approximately 17:15. Upon arrival contact was made with Blake Harris. Harris was placed under arrest (handcuffed in the rear and double locked to fit) and transported to the Oconee County Jail without incident.
