[NARRATIVE #1 on December 23, 2025]
On December 23, 2025, at the approximate time of 1549 hours, I, Deputy Harrison, arrived at a medical call located at a residence on Monroe Highway. When I arrived at the scene, I began speaking with a female subject who was the wife of the male subject having the medical emergency. She advised me that her husband had been having some medical issues.
Not long after speaking with the female subject, National EMS arrived at the residence, and we entered the residence to assist the male subject. After entering the residence, I was immediately met with odor of rotten flesh and observed multiple flies, maggots, bugs, cats, and dogs. I observed the male subject sitting on a couch, slumped over. I observed his feet to be swollen and discolored. I also observed his left foot to have a large open hole on the bottom. His right foot appeared to be in a cast and severely discolored.
Due to the condition of the male subject, additional help was called in an attempt to get the subject out of the residence and on to the stretcher to be transported to the hospital. After additional help arrived at the scene, the male subject was able to be carried out and placed on the stretcher. National EMS left the scene shortly after the subject was placed in the ambulance and transported him to [REDACTED BY AGENCY].
After National EMS departed the scene, I gathered more information from the wife. The wife stated the male subject had been experiencing some hallucination episodes. The wife stated the male subject stated he was approved for disability, but she never saw any confirmation of the approval.
The wife was placed in handcuffs that were checked for proper fit multiple times and searched incident to arrest and charged with multiple counts of animal cruelty, reckless conduct, and neglect of a disabled person.
Oconee County Animal Control was notified due to there being multiple cats and dogs inside the residence, but advised they would not be responding to do a welfare check on the animals till a future business day. Shortly after this point deputies were advised that Animal Control would be responding.
Animal Control arrived at the residence and spoke with the wife who was sitting in the rear seat of my county issued patrol vehicle. The wife surrendered the animals to Animal Control, and they took possession of them.

[NARRATIVE #2 on January 09, 2026]
On January 9, 2026, at about 1400 hours I, Dep. Perrin, met with Barrow County Sheriff’s office in reference to picking up Mrs. Destini McFall in reference to her outstanding warrants for Animal Cruelty. Once I met with Barrow County at the Barrow County line, I replaced the handcuffs on Mrs. McFall. I then transported Mrs. McFall to the Oconee County Sheriff’s Office Jail without incident. Once at the Jail, the warrants were signed and read to Mrs. McFall.
