[NARRATIVE #1 on May 27, 2025]
On May 27, 2025, at about 1400 hours, I, Dep. Perrin, responded to the area of Mars Hill Road at Hwy 78 west in reference to a physical domestic taking place in the roadway. Dispatch relayed that witnesses stated that the male and female were actively fighting. Witnesses also stated that the female was out of the car, demanding that the male get out of the car. When I arrived, the vehicle was already gone. The male had exited the vehicle and was walking westbound up Hwy 78. The male was described as black and wearing a black and red backpack.
I saw the male walking on the sidewalk on the westbound side of Highway 78 at Mars Hill Road. When I pulled up in front of him, the male was very upset. As I put my patrol car in park, I saw him throw his backpack down on the ground, bend over while clinching both fists, and putting the fists on his forehead. As I approached him, he yelled, “Come get me, bro! I’m ready to go! Just kill me! Lock me up! I did it!” All I could ask was, “You did what?” He responded with “Abuse!” The male continued to pace back and forth, saying, “If y’all are gonna kill me, go ahead!”

[NARRATIVE #2 on May 27, 2025]
On May 27th, 2025 at approximately 4:08 PM, SGT Ogan and I, Deputy Gallagher, were dispatched to a domestic disturbance at the intersection of Monroe Highway and Mars Hill Road. Upon arrival, (suspect) Ja’Quavious Cash was speaking with other deputies on a sidewalk in front of the BP gas station. Cash appeared angry and was yelling in a loud voice, “You can take me to jail”, and “Just shoot me”. Furthermore, I saw that Cash had blood running down a finger on his left hand. Cash was asked to have a seat on the sidewalk while National EMS treated his wound. Cash eventually calmed down and said he had an argument with his girlfriend, the victim, while he rode in the front passenger seat of her black Volkswagen Passat.
Cash stated he and his girlfriend were driving from University Oaks Apartments and got into an argument in the right-hand lane at the intersection of Monroe Highway and Mars Hill. Cash said during the argument, he struck the victim’s right knee with an open left hand. Cash said the victim stopped her vehicle and told him to get out. Cash said he got out and punched both the passenger side and driver’s side mirrors, causing damage. He then said he jumped on top of the hood. I told Cash he was under arrest for disorderly conduct, in violation of O.C.G.A. 16-11-39. I placed Cash in handcuffs that were double-locked and checked for tightness using my index finger and thumb. I placed Cash in the back of a marked patrol unit driven by SGT Ogan and transported him to the Oconee County Sheriff’s Office Jail.
Deputy Ferguson with the Barrow County Sheriff’s Office met with the victim at her house. Deputy Ferguson advised her to contact us for a statement referencing her vehicle. Deputy Ferguson took pictures of victim’s vehicle and sent them to SGT Ogan. Once at the jail, I spoke to the victim via cell phone. The victim said she and Cash recently left the University Oaks apartment complex and were arguing about their living situation. She said they were headed to Monroe to Cash’s mother’s house to drop off Cash. She said they were traveling in the right lane at the intersection of Monroe Highway and Mars Hill Road when Cash started yelling and throwing the contents of his book bag within her vehicle. She said she then stopped her vehicle near the gas station and told Cash to get out because she wasn’t able to drive safely. She said he then got out of the vehicle, screaming, and jumped onto her vehicle’s hood. I asked the victim if Cash had hit her before he exited her vehicle and if he had caused any damage to her car. At first, the victim was uncooperative and said, “He didn’t hit me”, and “I didn’t see if he damaged my car because I drove away after he left.” SGT Ogan asked the victim again if Cash had hit her. The victim told SGT Ogan he pushed her on the chest and shoulder while in the car while she was driving. She said she was not hurt during the incident and did not sustain any marks. She said she and Cash have been dating for about 4 years since 2020 and have previously lived together. SGT Ogan asked her if this had happened in the past, and she said, “Yes, when he gets upset, he breaks things.”
I contacted [WITNESS #1] and spoke to her via cell phone at about 6:15 PM. [WITNESS #1] said she was at the RaceTrac pumping gas and saw Cash exit out of the front passenger door swinging his fists. She said Cash retrieved a school bag from within the car and then slam the book bag into the front of the car and windshield. [WITNESS #1] said she heard victim telling him to stop and was trying to get away. [WITNESS #1] said Cash looked irate, kicked the front of her vehicle, and jumped onto the hood like he was going to bash the windshield out. [WITNESS #1] said whenever Cash jumped off the hood, the victim drove off but stopped at the red light at the intersection. [WITNESS #1] said Cash ran after her but was unable to catch her because the light turned green, and she drove away. [WITNESS #1] said she last saw Cash walking toward BP gas station before she left the scene.
I spoke with [WITNESS #2] via cell phone at about 6:21 PM. [WITNESS #2] said she was driving on Monroe Highway at the intersection of Mars Hill Road in the right lane. She noticed cars were not moving at first, but then noticed traffic was going around black 4-door sedan that was stopped in the roadway. She said she could see a woman (victim) upset, crying, and yelling. [WITNESS #2] said she parked her vehicle and approached the woman who was standing outside by the driver’s door of the black sedan. [WITNESS #2] said she could see someone inside of the black sedan who was yelling back at victim saying, “No, I’m not getting out.” At this time, [WITNESS #2] said an unknown male approached the black sedan and offered the person inside of the car (Cash) if he wanted a ride somewhere. The person inside (Cash) exited the black sedan and started beating on the car-kicking and punching it. She said she saw the same person (Cash) punch the passenger side mirror and throw a book bag at the windshield. [WITNESS #2] said she then removed the book bag because she heard (Cash) tell victim he was going to “shoot her up”, and “I don’t give a fu*k” before he jumped onto the hood. [WITNESS #2] said she did not see a firearm present but wasn’t sure if one was inside the book bag.
I spoke to [WITNESS #3] who said he pulled up to the red light in the slow lane next to the right turn lane. [WITNESS #3] said he saw a “black lady” and, a “white lady” standing outside of a vehicle near the driver’s side door to his right as he drove by. [WITNESS #3] said the white lady had her hand on the black lady’s shoulder while the black lady screamed, “Get out of the car.” [WITNESS #3] said he drove away and called the sheriff’s office.
Due to [WITNESS #2] being the only person who reported Cash’s terrorist threats to shoot the victim, I did not pursue criminal charges for terrorist threats. I obtained warrants for Cash from the Clerk of the Courts for the following charges: Criminal Damage to Property 2nd, Simple Battery-Family Violence, and Disorderly Conduct.
