On February 22, 2026, at approximately 1330 hours, I, Deputy Blair, responded to the parking lot of Wall-greens, located at 2065 Experiment Station Rd, regarding a hit-and-run. I arrived at Wall-greens and met with the caller to obtain information from her on what had occurred.
The caller stated that she had parked her vehicle and went inside Wall-greens, and had returned to her vehicle and found damage to the left rear side. The caller stated that she spoke with an individual who had witnessed the accident and provided her with a tag for the suspect vehicle. The caller stated that the witness also told her that a white F150 had backed into her vehicle and left the scene.
The caller stated she did not get any other information from the witness. The witness was not on scene when I arrived. I ran the tag provided by the witness through GCIC/NCIC. The tag that was provided did not return to any vehicle. The first three letters of the tag provided by the witness were SKO. I attempted to run the tag again, but with the first three letters being [REDACTED], as sometimes the letters O and Q can be mistaken. I was able to get the tag to return on a 2008 White Chevy Silverado.
After speaking with the complainant and gathering her information I advised her that I would check video cameras from Wall-greens as there was a camera directly pointed in the direction of where the accident occurred. I asked an employee if they had access to the cameras, in which she stated that they did. I reviewed camera footage and observed a White Chevy Silverado (vehicle one) parked in a parking stall in front of Wall-greens.
I also observed vehicle two (callers vehicle) pull into a parking stall, located behind vehicle one. Driver two is seen getting out of her vehicle and walking into the store. I then observed the white Chevy Silverado (vehicle one) backing out of the parking stall and backing into vehicle two. After backing into vehicle two the white Chevy Silverado drives forward and away from the scene of the accident.
After watching video footage of the accident, I then spoke with the registered owner of the white Chevy Silverado. The registered owner stated that he owns the vehicle but states that his brother is the one that drives it. I asked the registered owner for his brothers name and telephone number, so I could speak with him about what had occurred.
Dispatch contacted the brother, and he was advised to return to the Sheriffs Office to speak with me. Dispatch stated that the brother told them that he would return at a later time because he had to drop some tools off first. At approximately 1537 hours I was informed by dispatch that the brother, later identified as Jose Consepcion Moreno, was in the jail lobby waiting to speak with me.
I arrived at the jail lobby and met with Moreno and began to speak with him about what had occurred. I asked Moreno if he drove a white Chevy Silverado and asked if he had been at the Wall-greens earlier on today’s date. Moreno confirmed that he did drive a white Chevy Silverado and stated he was at Wall-Greens. I asked Moreno if he knew that he hit another vehicle, in which he stated yes. When I asked why he didn’t stop to report the accident or try to exchange information with the other party involved he stated he didn’t see any damage.
Due to video footage I observed of the accident and Moreno admitting that he knew he hit a vehicle and did not stop to report the accident, I determined that I had enough probable cause to place Moreno under arrest for Hit and Run, OCGA 40-6-270. Moreno was placed in handcuffs, behind his back, double locked and checked for fit. Moreno was escorted to the jail, and turned over to the jail staff, without incident. Citation was completed and attached to this report.
